The Robert C. Weaver Federal Building, located at 451 Seventh Street, SW, Washington, DC, is a ten story federal office building designed by architect Marcel Breuer, a master of the modern architectural movement in the United States. The building was constructed for the Department of Housing and Urban Development. The design team for the building included Herbert Beckhard and Nolen Swinburne Associates. The builder was John McShain, Inc., under supervision of the General Services Administration. The cornerstone for the building was laid in November 1966. The building was formally opened and dedicated by Secretary Robert C. Weaver

The Norman Rockwell Museum Stockbridge, MA http://www.nrm.org Seeing Is Not Believing: The Art of Robert Weaver November 8, 1997 - January 25, 1998 S eeing Is Not Believing: The Art of Robert Weaver will be on exhibit at the Norman Rockwell Museum at Stockbridge from November 8, 1997 through January 25, 1998. The undisputed pioneer of contemporary illustration, Robert Weaver came of age during the post-war forties when the paintings of Jackson Pollock and Willem de Kooning were in vogue and the field of illustration seemed a reactionary art form. He changed the methodology and perception of illustration and, as a result of his innovations, has been called the "godfather of the new illustration." By the late 1960s, his influence was clearly reflected in the magazines, books and advertisements of the period. When Weaver was launched into the field of illustration in 1952, romantic, idealized imagery dominated the field, quite unlike Weaver's open-ended expressionistic form of realism. His images are the result of a search "for a more accurate way of seeing life." Weaver was among the first to wed fine art to applied illustration. His approach was contemporary, often inspired by the cinema of Orson Welles and the post-war Italian films directed by Rossellini and de Sica, who showed the drama inherent in life's ordinary moments. He felt illustration was both a means of conveying information and experiencing it.

The Negro as an American Robert C. Weaver
The Negro as an American When the average well-informed and well-intentioned white American discusses the issue of race with his negro counterpart there are many areas of agreement. There are also certain significant areas of disagreement. Negro Americans usually feel that whites exaggerate progress; while whites frequently feel that negroes minimize gains. Then there are differences relative to the responsibility of negro leadership. It is in these areas of dispute that some of the most subtle and revealing aspects of negro-white relationships reside. And it is to the subtle and less obvious aspects of this problem that I wish to direct my remarks. Most middle-class white Americans frequently ask, "Why do negroes push so? They have made phenomenal progress in 100 years of freedom, so why don't their leaders do something about the crime rate and illegitimacy?" To them I would reply that when negroes press for full equality now they are behaving as all other Americans would under similar circumstances. Every American has the right to be treated as a human being and striving for human dignity is a national characteristic. Also, there is nothing inconsistent in such action and realistic self-appraisal. Indeed, as I shall develop, self-help programs among non-whites, if they are to be effective, must go hand-in-glove with the opening of new opportunities.

It was July. When morning came, the Georgia moon, one day short of full, had not given up its light. It hung watchfully over the horizon, wavering in the heat as if it were being reflected off a shallow pool or viewed through the haze of a dream. First rays of light began filtering through oak and cypress trees, and the sweet, sticky smell of wilting mimosa became noticeable in the air. The boy wore a light-blue cotton shirt tucked into thin black trousers, and a clumsy pair of boots that were two sizes too big. Leaving his father's cabin, he gently shut the door behind himself so as not to awaken the old man. His father was sick, but, because of the war, doctors were scarce; one could have never been persuaded to leave the war, go into the hills, and tend to the needs of a dying man. The boy smiled, thought his departure had gone unnoticed, and stepped absent-mindedly over the dog lying in his way. The boy was in love. He was sixteen years old; his hair was curly and wet with perspiration, and, from time to time, he ran his fingers through it to keep it out of his eyes. His face was strong and angular, almost Indian. Had he known his mother, he would know that it was to her side that his looks belonged. On the right, the boy passed the last cabin before a great expanse of pines. He carried with him an old wicker basket containing stale biscuits, some cured ham, and a bottle full of goat's milk. The boy had been walking for forty-five minutes now, the basket swinging in his hand like a pendulum, the heat from the sun increasing with each passing step. He listened to a hymn chanting rhythmically in his mind:

This date remembers the birth of Robert Clifton Weaver in 1907. He is a renowned economist who was the first black to serve in the U.S. Cabinet.
Born in Washington, D.C., Weaver, the great-grandson of a slave, was educated at Harvard University. He held several positions in various agencies of the U.S. government for the next 10 years, starting as the first black adviser on racial problems in the Department of the Interior.
After World War II he served for a time in Chicago as executive director of the Mayor's Committee on Race Relations, taught briefly at several universities, and wrote Negro Labor, a National Problem 1946 and The Negro Ghetto
From 1949 to 1955 he ran the fellowship program of the John Hay Whitney Foundation, after which he became rent commissioner in New York state and as such a member of the governor's cabinet. He was active in the Civil Rights Movement and served for a year as national chairman of the National Association for the Advancement of Colored People.
In 1960 President John F. Kennedy appointed Weaver to head the federal Housing and Home Finance Agency. In 1966 President Lyndon B. Johnson named him head of the new Department of Housing and Urban Development. Weaver left the government in 1969 to become president of Bernard Baruch College of the City University of New York and from 1970 to 1978 was professor of urban affairs at Hunter College.

Robert A. Weaver, III, founder and director of the Weaver Clinic, wrote this autobiography as an admissions requirement for graduate school. He was graduated from Bowdoin College, Cum Laude, in June 1973, received a Masters Degree in cognitive psychology from Memorial University in Newfoundland, Canada, and a Ph.D. in Clinical Psychology from C.S.P.P. -Berkeley, California in 1980. Dr. Weaver completed his Harvard University Fellowship in Neuropsychology at Children's Hospital Medical Center with a specialty in learning disabilities. The first picture of myself that I can remember is that of a small blond-haired boy sitting at the top of a dimly lit set of stairs, body doubled over, arms pressed against my stomach, knees hugging chest - crying. I was frantically trying to explain to my mother how badly my stomach pained and how "dumb" I had been at school that day; I just did not belong there with the other children. She asked if I felt well as she walked towards me. Still no words. She came to my desk and found that I was not even on the right page. All around me, I could hear the muffled giggles and I could sense the covered smiles: all attention was on me. My body was held in the grip of fear while at the same time I was conflictingly bursting with anxiety. I saw the symbols that the teacher showed me, but they were meaningless to my eyes. After a few moments of trying to coerce my vocal cords to work and of giving me hints until I guessed the words, she finally realized - as everyone else did - that I could not read. I wanted to crumble into a ball and disappear, but all I could was to sit motionless until the bell rang.

The basic characteristic of Attention Deficit Disorder (ADD) is difficulty in monitoring and regulating thinking, behavior, and emotion. Those suffering from ADD have great difficulty controlling their attention. When provided with education, understanding, support and management guidelines, individuals with ADD can experiences success, letting their positive attributes and behaviors emerge. Robby sits in front of the television whenever he has the chance, watching "Teenage Mutant Ninja Turtles" crush and mutilate every other being in sight. He momentarily notices something faint, distant, mildly annoying, but is sucked back into the action of the TV show. Again, he feels a distance annoyance, but again he is sucked back into the action. Once more, he feels the mild annoyance, which almost is familiar, but the action once more draws him back. He thinks he might have said "in a minute," but then that thought is gone. The action pulls at him again, and yet again he is drawn to it. Bang! Loud yelling; the television action is terminated by the swat of his mother's hand. "Get to your room and don't come down until dinner!" This was familiar. "I'm in trouble again," he thinks, saying, "What happened? This isn't fair! I didn't even have a chance."

On the Role of Subdivisions in Perpetuating Covenants
"The authors of the most effective racial covenants are the subdividers who on their own initiative or under pressure from sources of finance cover new developments with these restrictive agreements. This is true for many reasons. Subdividers are the first commercial developers of urban land. As such, they transform raw land into building sites, laying out streets, planning land use, and often specifying, through deed restrictions, the use to which sites shall be put....Since, however, all this takes place before the occupant or ultimate owner moves into an area, patterns for residential segregation, effected by deed restrictions, occur without the active participation of the eventual parties to the agreement. Thus, subdividers and developers establish minority exclusion and patterns for its perpetuation without having to go to the expense of persuading purchasers to participate in the arrangement. And since new subdivisions are often occupied by the more prosperous elements in the population, patterns established in them become attractive to others who hope to become prosperous. When and if the latter group succeed in achieving this manifestation of arriving in our society, they, too, have little choice; if they want the sort of house that signifies prosperity, it is usually covered by a racial covenant."
