RICHARDSON This is what Bill Richardson said in 1995 when he was in the U.S. House of Representatives : "These are changing political times where our basic and programs are being attacked. Illegal and legal immigration unfairly attacked. We have to band together and that means Latinos in Florida, Cuban-Americans, Mexican-Americans, Puerto Ricans, South Americans - we have to network better - we have to be more politically minded - we have to put aside party and think of ourselves as Latinos, as Hispanics, more than we have in the past."

The huge number and variety of cells in the mature CNS all develop from a much smaller number of precursor (stem) cells in the embryonic neural tube. Two of the central questions of neurodevelopment - and development in general - are 1) how do stem cells select their future fates? 2) how do they generate the right numbers of differentiated cells? We are addressing these issues, focusing on the development of glial progenitor cells in the CNS. A major theme in our work is the role of cell-cell communication via extracellular signaling molecules. We take a multidisciplinary approach including primary cell culture, in situ methods and genetic manipulation in mice and zebrafish.

OAS_AD('Middle'); Richardson defeated freshman Republican state Rep. John Sanchez 58 to 36, with 80 percent of precincts reporting. Republican Gov. Gary E. Johnson was forced to step down after being term-limited, so the GOP chose Sanchez, a businessman still in his first term in the House. Before delivering a concession speech, Sanchez telephoned Richardson and congratulated the Democrat on his win. "I always said that the next governor of the state of New Mexico would have a mandate when it came to lowering taxes and reforming our tax system here in the state," Sanchez told supporters. "You know what, Mr. Richardson, we stand with you today. Let's lower taxes in New Mexico." Young, energetic and successful, Sanchez was seen as an up-and-comer when he surged onto the political scene in 2000. But a bitter Republican primary against Lt. Gov. Walter Bradley sapped some of the enthusiasm of the state party for him. It was the state's most expensive gubernatorial race ever, with Richardson spending $6.7 million, and Sanchez $2.6 million.

After Hamelin
Bill Richardson
You probably know the story of the Pied Piper of Hamelin. A to wn agrees to pay 500 gold pieces to whoever can rid them of a terrible infestation of rats. A piper comes and to everyone's amazement leads the rats out of town by playing his flute. The mayor of the town refuses to pay him, so he picks up his flute again and leads the town's children away, never to be seen again. CBC broadcaster Bill Richardson has always been fascinated by the story, and wondered, "what happened then?" In some versions of the story, one child is left behind, either because he is disabled and can't follow the piper, or because she is deaf and cannot hear the tune. Bill's book After Hamelin tells the story of the child who was left behind, Penelope, and her journey to free the children of Hamelin. In Hamelin, when a girl turns eleven, she visits a wise hermit named Cuthbert, who tells her what her special gift or talent is. On the morning of her "elevening", 3 months after the plague of rats has ended, the harper's daughter Penelope wakes up to complete silence. She has lost her hearing - but that is just the beginning of her losses. That day, the Piper returns to take revenge on the town of Hamelin for not paying him. Every child but Penelope and her blind friend Alloway, who tried to follow but got lost, has disappeared. Cuthbert reveals Penelope's special gift, and sends her on the perilous journey to save the children of Hamelin. Her battle with the evil Piper takes place in a place somewhere between dreams and reality. Along the way, Penelope is joined by a ragtag band of friends - including a squeamish skipping dragon named Quentin, Belle the singing Trolavian, and Ulysses the three-legged dog.

Former U.S. Ambassador to the United Nations and Secretary of Energy OPENING PLENARY SESSION First, the American relationship with Latin America at the beginning of the Bush administration. There were a lot of promising signs: a special relationship with Mexico, a relationship based on perhaps granting amnesty to almost two million immigrants from Mexico. Because of the war on terrorism, because of concern about those who cross the border, somehow that issue is being shelved, and now some tension exists between the United States and its southernmost neighbor, Mexico, which right now has dramatic political implications. On the border, the Hispanic population in the United States is growing dramatically. What else languished? Trade talks. The president was given trade authority by the U.S. Congress, a great victory for the Bush administration. But somehow trade talks, not just in the Western Hemisphere but also relating to the World Trade Organization, involving some difficulties on the steel issue, have been held back. In the domestic arena in the United States, what else happened? Well, pretty much the whole year has been concentrated on the war on terrorism, not just from a foreign policy side but with debate in Congress as to whether the United States should have a Homeland Security Department, bringing in all the various agencies like Immigration, the Border Patrol, the CIA, and others, to have a U.S. response that is more effective and more coherent. That debate is about to conclude now with Congress leaving for the elections, and most likely a new Homeland Security Department will happen, but the big issue is would the president have full powers and not give employees of those departments certain civil protections, union rights. Right now it is, I think, 50-50 whether the president will have full authority to consolidate those departments without any restrictions. This is the debate that is going on at this moment.

Bill Richardson: 'It's difficult to deal with North Korea'
Editor's Note: CNN Access is a regular feature on CNN.com providing interviews with newsmakers from around the world. Story Tools SANTA FE, New Mexico (CNN) New Mexico Gov. Bill Richardson, the former U.S. ambassador to the United Nations, ended three days of talks with North Korean envoys Saturday. CNN national correspondent Bob Franken spoke with him in Santa Fe shortly after the talks concluded. FRANKEN: Governor, here's what confuses so many people. On the one hand we have this picture of cordiality here and the professed interest by the North Koreas to, in fact, talk this out. And at the same time, there are all these belligerent actions that seem to be taking place. Why is that? RICHARDSON: When you negotiate with North Korea, this is what happens. On the one hand, before negotiations, they're upping the ante with a lot of belligerent initiatives and statements, and then you negotiate with them. This has always been the case when I've negotiated with North Korea. I remembered going to get an American pilot out [after he was shot down when his aircraft crossed the border]. I arrived in North Korea, and the first thing they told me is I had to pay the United States had to pay for the ammunition that knocked the plane down. And so, they're upping the ante just as you're trying to take an action. So this is typical North Korea diplomacy. They're very good at it. They're negative. They up the ante. They've got several tracks going. You just have to know how to deal with it.

Bill Richardson A Front-Runner for Secretary Of Energy Post
WASHINGTON (AllPolitics, May 8) Bill Richardson, U.S. ambassador to the United Nations, is the leading candidate to be President Clinton's new energy secretary, sources tell CNN. If that happens, sources say, possible successors at the United Nations include former Senate Majority Leader George Mitchell , Clinton's point man in the recent Northern Ireland peace initiative, veteran diplomat Richard Holbrooke and U.S. Rep. Lee Hamilton of Indiana, ranking Democrat on the House Foreign Affairs Committee. Richardson, 50, a Democratic ex-congressman who represented a key energy-producing state, New Mexico, and served on the House Commerce Committee, would replace Federico Pena, who has announced he is stepping down this summer. A source familiar with the situation described reports of Richardson's resignation from the U.N. ambassadorship as "premature." Other sources also say no final decision has been made. Richardson's spokesman, Calvin Mitchell, says the ambassador has not resigned. If Richardson were to change jobs, he would be free to participate in domestic politics. The U.N. ambassador, attorney general, CIA director and defense secretary are prohibited by law from engaging in such matters.

U.S. AMBASSADOR BILL RICHARDSON URGES WHEATON COLLEGE STUDENTS TO TACKLE INTERNATIONAL HUMAN RIGHTS CHALLENGES
Richardson Presented with Otis Social Justice Award
Norton, Massachusetts U.S. Ambassador to the United Nations Bill Richardson today put human rights at the top of the international agenda and urged college students to be engaged internationally.
Speaking at the Annual Otis Social Justice Symposium at Wheaton College in Norton, Ambassador Richardson warned that to deny, restrict or abrogate any person's human rights is to fly in the face of the global movement toward greater democracy and economic opportunity. Simply put, it is wrong and will not be tolerated. He added, "human rights and respect for the fundamental dignity and freedom of each human being lies at the heart of the American experience." But the Ambassador stressed the universality of human rights. Respect for human rights transcends boundaries and 50 years after the signing of the Declaration of Human Rights, should be one of the unifying factors of the next century. Ambassador Richardson pointed to China and Afghanistan as two examples where, despite international covenants to the contrary, basic human freedoms are being trampled on. With respect to the recent imprisonment of leading dissidents in China, Ambassador Richardson said, "if these reports are accurate, they represent serious violations of internationally accepted human rights standards." What is even more troubling, is that these extrajudicial actions are prohibited by the International Covenant on Civil and Political rights which China has recently agreed to abide by."

U.S. AMBASSADOR BILL RICHARDSON TRAVELS TO AMERICA'S HEARTLAND; CALLS FOR CONTINUED AMERICAN ENGAGEMENT IN INTERNATIONAL ARENA
Richardson Delivers Address to 1,000 plus in Central Illinois
Peoria, IllinoisU.S. Ambassador to the United Nations Bill Richardson tonight traveled to middle America to explain the importance of America's continued engagement in the international arena and urged Congress to pay off the U.S. debt to the UN.
Speaking at the Creve Couer Club's 100th Amiversary of the George Washington Day Banquet in Peoria, Illinois, Ambassador Richardson warned that, "...Congress' failure to pay our dues could result in grave consequences for America's national security."
Richardson explained that the threats and challenges to American interests are far from clear cut. He cited multilateral issues such as environmental degradation, ethnic conflict, the proliferation of weapons of mass destruction, international terrorism and the role of women that are sure to take center stage as the 21st century approaches. He said by working in concert with other countries, America will be better equipped to tackle issues which threaten world peace and America's security. "The question we must face as a nation is how does America maintain its position of international leadership in order to maximize the vast opportunities of the future, while ensuring that the great international threats of our era are minimized," said Richardson. "...First and foremost, we as a nation cannot afford to turn our backs to the world. What's more, the evolving global challenges of the 21st century serve to underscore the critical importance and unique role that international organizations play in protecting the interests of the American people."

There are writers so steeped in the hype and hubris around their work that talking to them is like going on an extended PR tour. Sometimes the work in question doesn't back this hype but it doesn't matter much to them. The machine is in motion and they follow. And then there are those authors whose ability to write in several genres seems to push against their own success. Writers whose ability to tell many types of stories well and elegantly, combined with their own inability to see their work as important or meaningful, fights against the success of their books in the wider world. Bill Richardson is the quintessential Canadian. One gets the feeling that, were you to step on his foot, he'd apologize profusely. The publication of his most recent work

PRAISING OUR DIPLOMATIC CORPS HON. BILL RICHARDSON (Extension of Remarks - April 30, 1996) [Page: E662] HON. BILL RICHARDSON in the House of Representatives TUESDAY, APRIL 30, 1996
    • Mr. RICHARDSON. Mr. Speaker, as a member of our Permanent Select Committee on Intelligence , I have had the unique opportunity to participate in a number of highly sensitive foreign affairs missions. In each of my overseas assignments, I have had the great pleasure of working with exceptional members of our diplomatic corps.
    • Sadly, the corps is not always appreciated as the State Department has been under siege, even by some Members of this body who seek to undermine the activity of our diplomatic corps to properly represent U.S. interests and citizens overseas.
    • The work that our diplomats do in representing this country has a profound impact. Their work enables our country to engage in international business, but more importantly, they save our country blood by defusing crises before we need to send our military.
    • Ambassadors, and indeed our entire diplomatic corps, are our country's first line of defense and are critical to our national security and interest.
    • Our most able Ambassador to Spain, the Honorable Richard Gardner recently presented an eloquent case defending and explaining the work of our diplomats. I urge my colleagues to review Ambassador Gardner's March 29, 1996, speech to the American Society of International Law which is excerpted here.
