    Historical Overview Committee Completes First Phase of Veterans Committee Screening Process
    Final List of Players, Managers, Umpires and Executives Eligible for the 2003 Veterans Committee Election Announced
    (COOPERSTOWN, NY) at the Hall of Fame's Web site The Historical Overview Committee, a group independent of Hall of Fame employees, members and directors, was appointed by the Baseball Writers Association of America's (BBWAA) Board of Directors, to develop lists of 200 former players , and 60 former managers, umpires and executives . The committee, comprised of 10 historians and veteran Baseball writers, met in the internationally renowned Baseball Hall of Fame Library Research Center in December. After further research over the past few months, the committee finalized its choices. The original list of players, which includes all eligible major leaguers to have played in at least 10 seasons, up to and including the 1981 season, encompassed more than 1,400 players. The composite ballot had several hundred eligible candidates. The Elias Sports Bureau, the official statistician of Major League Baseball since the 1920s, provided the data used by the committee. The next phase of the process, to take place in the late spring or early summer, will involve a BBWAA-appointed screening committee to pare the list of former players from 200 to 25 and of former managers, executives and umpires, from 60 to 15. The 60-member screening committee will consist of two writers from each of the 26 major league cities with one team and four writers from each of Chicago, New York, Los Angeles and the Bay Area, each of which has two major league teams.

    Reds add Foster to Hall

    For six consecutive seasons, he led the Reds in home runs and RBI. For a 24-year stretch, he was the only man in baseball to hit 50 or more home runs in a season. But somehow, George Foster is that one guy from the famed Big Red Machine that no one seems to remember. On a club loaded with big bats and big personalities, Foster had a big bat and a low profile, the quiet guy in the corner of the clubhouse who was content to allow his flashier, more polished teammates hog the accolades. On Aug. 3, just before the Reds play the San Francisco Giants at Great American Ball Park, some of those accolades will fall upon Foster. Foster will enter the Reds' Hall of Fame, the club announced Tuesday, where he will join most of the rest of the starting lineup from the Big Red Machine, many of whom already have been there for years. Also entering the Hall that day will be Dummy Hoy, a turn-of-the-century infielder who played 14 seasons in the big leagues and five with the Reds, despite being both deaf and mute. Foster and Hoy were elected by a vote of the Cincinnati chapter of the Baseball Writers Association of America. "I was looking at a stat sheet the other day, and I didn't realize I had led the team in RBI more years than any other individual (during the Big Red Machine years)," Foster said. "I thought, 'What do I need to do to get into the Reds' Hall of Fame?' But that's a part of life, I guess. Some people might get the credit, and some people might not.

    The Evolution Of Playing Rules

    Baseball is a sport with a lengthy history and tradition. Much of the game has been a constant defined by the confrontation showdown between the pitcher and the batter. The rules of the game of baseball, like most other sports, have evolved and changed, although surprisingly, very little at the core of the game is very different today than it was 100 years ago. Playing rules have been tried, discarded, re-written, dropped, developed and revised as the need arose. It might be fair to say that the rulebook is a work in progress, a never finished publication, subject to change as the need arises. In order to have a solid understanding of the game of baseball/softball, all those involved with it need to have a working knowledge of the playing rules. To gain this, we all need to know a little about the history of the game, as the rulebook is really a reflection of the cumulative history of the game, as it has been changed and revised in response to real situations. Sometimes rules were created or changed to prevent unfair tactics or cheating, or to provide a uniformity in the playing conditions from park to park. Unusual plays and situations may have arisen where a ruling or a precedent had to be established. Wise managers and players may have found loopholes in the rules and found a way to get around them or have them interpreted in a way that was not intended by the rulesmakers.

    by Pete Moore I'm sure there are a lot of football and baseball fans out there, and many of you, including myself, have argued calls made by the officials who run the game. But how many of you knows the origin of the signals that officials used in the games we grew up to play and follow Œtil our death? Baseball was born in 1869, but General Abner Doubleday wasn't the founder of the sport. He codified the rules. That is. he made one set of rules everyone must follow. In the last century there was the first professional team called The Cincinnati Red Stockings or The Redlegs ( now called Reds). There was one player named Wilbur who played on the team. He was different from all the rest of the players. He was deaf in both ears, since birth, I believe. He was called "Dummy" by his teammates because he couldn't talk. That was society back then. The Umpire behind home plate usually shouts out balls and strikes, but Hoy couldn't hear him and many fans watching couldn't hear either, with all the shouting going on in the background. So, Hoy thought of a way for the Umpires to make the calls and for the fans and everyone else to follow. What you see today is the result of Hoy's invention and his love for the game that became our national past time. Hoy himself died in 1961 at the age of 90 years old. He may have been called ³Dummy" by his teammates, but to me he was a lot smarter than his teammates ever will be for developing the signals as we know them today.
