HEA authorizes the Federal government's major student aid programs, which are responsible for an estimated $38 billion in grant, loan, or work study assistance. It also authorizes several other programs for disadvantaged students. The principle objective of the HEA is to expand postsecondary education opportunity, particularly for low-income individuals, and to increase the affordability of postsecondary education for many moderate income families. The goals of HEA coincide with my belief that everyone should have the right to quality education. The main focus of this bill was on reauthorization of Federal student loan and grant programs. The most contentious issue was the student loan interest rate. After much debate Congress reached a compromise which established a new formula for interest rates for new student loans. Borrowers will pay interest based on a formula of the 91-day Treasury bill plus 1.7 percent while in school, grace or deferment, and the 91-day Treasury bill plus 2.3 percent in repayment. Some other important highlights included in this bill are: The establishment of a new performance-based organization to administer Federal student aid programs.

Orfield says that this racial disparity makes it less likely that black students receive high school diplomas, less likely they will be employed after leaving school, and more likely they will end up in the criminal justice system. "This is segregation within segregation," Orfield said. "For a lot of these kids, this is a direct path to jail. It becomes an irreversible punishment in these kids' lives. This is taking a bad problem and putting it inside another even worse problem. It's just unconscionable." F IVE YEARS AGO Ever since, Putnam has been trying to make wise use of the funds in which his social capital project has been awash, hiring scores of researchers, running high-end seminars, scrutinizing a century of survey materials while simultaneously defending the flanks of his argument from ongoing assault, misunderstanding and abuse. The result is "Bowling Alone" (the book!), subtitled "The Collapse and Revival of American Community," although there is far more here about the collapse that has actually occurred than about the "revival" Putnam so earnestly wishes for. Now, I have been both a general admirer of Putnam's thesis about social decline in the original essay and a specific critic of the way he set about measuring that decline and how he explained it. But it is hard to remain skeptical in light of the formidable survey research and explanatory work Putnam has done. Indeed, he has taken what was a useful political polemic (we're losing faith in our political and civic system and each other!) and transformed it into a powerful sociological portrait of a democracy in imminent decline-a portrait as perspicacious, deeply felt and firmly rooted in data as the classic American portraits rendered in such works as "An American Dilemma," "Middletown" and "The Lonely Crowd."
