Extractions: In early May, the Senate began debate on the reauthorization of the Elementary and Secondary Education Act (ESEA, S.2.). Debate and voting have fallen along party lines. It is unclear if the Senate will actually pass a comprehensive ESEA bill this year or when debate on the bill will conclude. The Senate has set aside the bill for now to consider other issues. When it takes up ESEA again, debate could continue for several weeks. Senate Republican leadership has made it clear that the ESEA debate will continue only if the parties can reach agreement on which amendments may be offered on the Senate floor. This is intended to prevent gun control advocates from offering amendments to the bill. Upcoming Senate votes on appropriation bills could delay consideration of S. 2 until June.

We work closely with these individual resource managers to ensure that they have the best technical, educational, and financial assistance available to help them achieve their objectives in an environmentally beneficial way. Extractions: About the CSRD Program Comprehensive school reform is a means to improve student achievement through reorganizing and revitalizing entire schools, rather than implementing isolated programs. It uses well-researched and well-documented models for schoolwide change that are supported by expert trainers and facilitators. Challenging academic standards, strong professional development, and meaningful parent and community support are all part of a comprehensive school reform program. The Comprehensive School Reform Demonstration (CSRD) program is part of the FY1998 Labor-HHS-Education Appropriations Act. Sponsored by Congressmen David R. Obey (WI) and John E. Porter (IL), the CSRD Program provides funding to help schools adopt effective, research-based comprehensive school reform models that will help all students reach high standards. The program makes funds available to state education agencies to provide competitive incentive grants to districts for schools pursuing comprehensive reform. Of these funds, a significant portion is earmarked for Title I schools and the remaining funds may go to any school under the Fund for the Improvement of Education. Nationwide, up to 3,000 schools may be eligible for grants of no less than $50,000 (renewable for two years).
