In 1993, Sanders conducted a survey of indoor air quality in Vermont's schools which indicated that more than half of the responding schools reported indoor air quality problems. This study was followed up in 1998 by a General Accounting Office (GAO) report on "sick buildings" in Vermont. The study is part of a broader indoor air quality review that Sanders requested of the GAO when he became ranking member of the Government Reform and Oversight Subcommittee on National Economic Growth, Natural Resources and Regulatory Affairs in February. The Consumer Federation of America estimates that the health care costs of indoor air pollution are $100 billion a year. Its small scale means both that actors in state education circles tend to know each other and that support from outside sources goes much farther than it would in a large state. Yet, its rural nature (two-thirds of the population lives in a small town or rural area) often isolates some schools from the larger towns and the state capital. Vermont's 105,000 students are spread across some 279 school districts with school boards. This school population is diverse in income and in special needs, but not in the standard categories of race and ethnicity. Across supervisory unions, the median percentage of children on free and reduced lunch was 24 percent, and the state has substantial areas of rural poverty. The state strategy for systemic reform in Vermont is based on an overall theory of change and several activities that the Vermont Department of Education (VDE) uses to try to promote this theory promoting a vision of change, engaging the public, defining standards and assessments, and building partnerships outside the VDE. Interviews with members of the State Department of Education, together with the actions they have taken over the past few years, suggest that they embrace a theory about change in the educational system in which the following elements are central: (1) change should be oriented toward results; (2) state policies should provide consistent, but general, guidelines; (3) widespread public support is important, both for setting general directions and for making local decisions; and (4) all interested groups should realize that change will take time and support.

U.S. Environmental Protection Agency (EPA) studies found that indoor levels of pollutants may be two to five times, and sometimes more than 100 times, higher than outdoor levels. These levels of pollutants are of particular concern because it is estimated that most people spend up to 90 percent of their time indoors. Studies consistently rank indoor air pollution among the top four environmental health risks to the public. The Vermont Department of Health does not have information on the indoor air quality in every school in Vermont. However, the department has conducted limited indoor air surveys in about a third of Vermont schools over the past several years. While many areas of most schools visited did not appear to have problems, almost every school had some areas with recognizable or potential problems. Problems found include poorly working ventilation systems; potential for mold growth on water damaged ceilings, carpets and walls; potential for microbial (dust mites, bacteria, etc.) growth on carpets; exhaust fumes; problems with remodeling; and chemical spills.

One of the two new members is Steve Kane, a conservative radio talk show host who was very outspoken last year as the GLSEN proposal was being considered. The contract allows GLSEN, which supports "gay, lesbian, bisexual and transgendered" behavior even for elementary schoolers, to train teachers to recognize what they consider to be intolerance and "harassment." Opponents believed this was another propaganda tool to force acceptance of these lifestyles on children.
