Product Description
At the end of the cold war, the collaborative endeavors undertaken by American and Soviet scientists and engineers took on a new dimension. With the dissolution of the Soviet Union, Russian scientists, once the pride of the Soviet system, suddenly were faced with unpaid salaries, canceled journal subscriptions, inoperable experimental equipment, disconnected telephones, even the lack of heat in laboratories. Forced to look abroad for support, virtually every scientific, engineering, and educational organization has invested scarce resources in efforts to attract and retain partners from the United States. In response, U.S. government agencies have committed more than $2.6 billion to the support of joint programs, and American companies, eager to see their collaborative ventures through to fruition as well as to gain access to Russian know-how and resources, have begun routinely to pay for both ends of these arrangements.

In Experiments in Cooperation, the third book in the Twentieth Century Fund's Russia in Transition series, Glenn E. Schweitzer examines the recent history of U.S.-Russian scientific and technological collaboration. Outlining the complex motivations of Russian and U.S. government agencies, businesses, and the scientific community, Schweitzer evaluates the successes and failures of current ventures from both the Russian and U.S. perspectives and makes recommendations for improving the outcome for both sides. In particular, Schweitzer makes a distinction between assistance and technical cooperation, focusing on the latter, and addresses the issue of tailoring programs for Russia's distinctive needs rather than trying simply to replicate successes from elsewhere in Eastern Europe. Although he recognizes that there are severe limitations on the capabilities of Russian science today, Schweitzer argues that Russian researchers are often in the best position to develop suitable proposals for cooperative ventures and to assess their merits. ... 5-0 out of 5 stars Best Russian-English Dictionary by Far

Product Description

This is the book nobody wants you to read.

"The persecution of Dr. Mirzayanov stands in direct contradiction of the Clinton Administration's commitment to strengthen democratization efforts in the former Soviet Union, and halt the proliferation of weapons of mass destruction.I am confident that you share my deep concern over the treatment of this courageous scientist, and I call on you to personally appeal for his release."

- From the Letter of John Conyers, Jr., Chairman of the Congressional Legislation and National Security Subcommittee of the Committee on Government Operations, to Warren Christopher, the U.S. Secretary of State, October 19, 1993.

"I personally feel a strong common bond with this courageous man, recognizing that his motives are the same as those that led me to release the Pentagon Papers. The Mirzayanov case is an immediate legal litmus test of emerging Russian democracy. He is an individual in the true tradition of Andrei Sakharov, a man persecuted under the former regime for telling the truth, but now, rightfully, universally honored."

- By Dan Ellsberg, author of "Secrets - A Memoir of Vietnam and the Pentagon Papers"

"I was proud to add my voice to that of the many scientific and human rights organizations that have worked to free Dr. Mirzayanov.

- Senator Patrick Moynihan,U.S. Senate (Congressional Record. Proceedings and Debates of the 103d Congress, First Session. Vol.140, No. 28. Washington, Tuesday, March 15, 1994.)

"...in recognition of his courage and his singular demonstration of the moral responsibility of individual scientists in uphold the integrity of scientific knowledge in an emerging democratic society". The 1994 Heinz R. Pagels Human Rights of Scientific Award of The New York Academy of Sciences.

- Signed by Chairman Cyril M. Harris and President Joshua Lederberg.

"Cavallo Foundation Inc. takes great pleasure in presenting a Certificate of Special Recognition for Moral Courage in Business and Government to Vil Mirzayanov"

- From the Text of the Award in June 1993.

"For his integrity as a scientist, strength of character, and exceptional personal courage that served to promote the health, safety, and welfare of the Russian people and of all humankind"

- From the Text of the 1995 AAAS Freedom and Responsibility Award. ... Read more

3-0 out of 5 stars The worst telling of a great story
I will not rehash the excellent points made by the other reviewers concerning the importance of this story, it's a tremendous story about a brave man and some of his stories sound so similar to ones that US military scientists could tell it's shocking - however I have to say that this book was not edited very well. The book is very difficult to read and often left me feeling like someone used an on-line tranlating tool instead of an editor. The chapters do not flow together very well and the author jumps backwards and forwards in time so often I often felt "unstuck in time". This is a MUST read for anyone involved in research science, especially military oriented research - but be warned that the going will never be easy.

5-0 out of 5 stars Courageous rare account of a unique episode in recent Russian history
This book is a unique historical account of a man's life lived on the edge in Soviet Russia and in the highly secret chemical weapons program where he worked for 26 years.Mirzayanov's memoir is stunning in its detail, openness and boldness in describing this secret program. Many people think the issue of chemical weapons has disappeared or been resolved by the Chemical Weapons Convention, but they are mistaken as Mirzayanov courageously and boldly demonstrates.
The other big story in this book is Mirzayanov's battle to defend his rights in Russia's arcane legal system and his successful suit against the State. Furthermore, it is a compelling story of how a few activists can help bring justice to events a world away.

5-0 out of 5 stars A story from the other side of the iron curtain
As time rolls on, war gets more and more gruesome through its weapons technology. "State Secrets: An Insider's Chronicle of The Russian Chemical Weapons Program" is a memoir of one of the leading chemists during the height of the Cold War. Developing chemical weapons, a deadly and nasty way of war, he came to realize that the cost to make these weapons was greater than they were worth. His appeals, however, were unheard. A story from the other side of the iron curtain, "State Secrets" offers a vivid picture of Soviet science and one man standing against the use of deadly toxins in war.

5-0 out of 5 stars The Silver Lining
The author worked for 26 years in Russia's foremost chemical weapons development institute, then blew the whistle on the program. For his courage, he was sent to prison twice in Russia in the 1990s and forced to change his life completely.

The book is absolutely brimming full of new details about Novichok and the rest of the chemical weapons program, as well as the regime of secrecy at the top secret institute GOSNIIOKhT. Russia was making binary chemical weapons, that could be disguised as agricultural chemicals, like pesticides. Also, they were 8-10 times more deadly than the existing VX nerve gas.

There are a lot of wonderful stories in this book about the people who worked in secrecy. Finally, there is a detailed account of Mirzayanov's journey through Russia's chaotic legal system. Mirzayanov was the first person to sue the KGB, his institute and the Procurator General in the new Russia.

This book is all about history and the author's decades-long battle with his conscience. There was also a long battle to get this book published, and the author felt compelled to list Novichok formulas in order to inspire the countries of the world to correct the serious flaws in the Chemical Weapons Convention. None of the binary weapons or their precursors are listed on the schedule of substances controlled by the CWC. ... Read more
