The book is written from the view Thomas J Bleming.He happens to be the main character in this political history of the late 70's in Panama (1977-1981).The story is based upon a few idealists (or mercenaries) who enlist with Panamanian freedom fighters to overthrow the government of Panama (General Omar Torrijos).After a few skirmishes with the Panamanian Defense Forces,Thomas Bleming and his compatriots are captured.The narrative continues with his story of torture, abuse, and plotting for a way out of the country's hellish prison system.The book culminates with his release and later putting his life back together.

After reading this book, it seemed to me to sum up many of the problems that still exist in Central and South America.Many countries are ruled by Dictators or governments pretending to be "freely" elected.Central America has a really hard time with the "rule of law" versus "the rule of men".This first hand account of these events can certainly be used for a documentary or movie.It has many interesting personalities which could be developed for entertainment purposes and educate people about our southern neighbors.

Buckley shows how America sometimes creates its own problems.This is shown by the rise and fall of Manuel Antonio Noriega (MAN for short).MAN played both sides of the street.He supported the Contras and yet also supported the Marti front in El Salvador.He turned in drug smugglers but also facilitated the mass importation of cocaine to the U.S. from Columbia.Yet the United States supported him until he became an embarassment to U.S. Foreign policy.Bush I met with him twice.MAN was also a killer.He used his PDF to suppress the oposition.MAN was also a drunk most of his waking hours.Why the U.S. ever supported him is beyond me.

Buckley shows the contradictions in U.S. policy.Eventually, the U.S. had to use extreme force in Operation Just Cause to topple MAN's regime.This is a nice read about an embarassment in U.S. Foreign policy.For another nice read on the same subject see "In the Time of Tyrants".The only improvement in this book would be the addition of pictures.

Very useful, readable account of the events surrounding the invasion, and vivid details of another example of the age-old American policy of overthrowing foriegn regimes.
Often critical but never overtly opinionated, Buckley's best section relates to the failed U.S.-backed coup and its tragic aftermath.

Having lived in Panama during the Noriega dictatorship, I am an avid reader of books covering this particular period of Panamanian history.While I found Kevin Buckley's book to be generally well written, it tries to cover too much ground in too little space, providing readers with an abbreviated account of major events during the rule of strong men Omar Torrijos and Manuel Noriega.For a more in-depth perspective on Panamanian history, I found that using the names of these two dictators as key words in my search resulted in a better selection of books. ... An insightful view of a little known aspect of a period still affecting our culture.

I found a copy of the Time for Tyrants in Panama in 1999, and read it in total fascination. I hadmy own background having visited the country periodically since the period of Torrijos in the 70s, and was a frequentvisitor in the period 1986 to 1989, while my firm was trying to complete acontract there.

The book provides a no holds barred detailed account ofhow the systematic corruption developed under Torrijos and how the torch orkey to the cash box was passed to Norriega.

The book records the initialvisits by Torrijosto Sweden in the 70s related to major power projectswhich started the cash flowing, and thereby established the rewards forthose that controlled the government. Torrijos and then Norriega set up andmaintained the system of total control by non elected individuals.

Animportant element of this book by Koster and Sanchez is their descriptionof how the US government supported the various tyrants as part of theirCanal policy throughout this period until the last year of so of Norriega'sreign.

During the last two years of Norriega up to the American invasionthe book details the murder, torture, kidnapping and destruction ofdemocracy that were directly orchestrated by Norriega, and the failure ofthe half hearted attempts by the US government to control or remove him.

As the book recounts, the last two terrible years of Norriega were notnecessary. The US government could have dealt with the problem earlier, andavoided the misery that fell on Panama.

During my visits through1988-1989 I was witness to the abuse of Norriega's "dobermans",and the resistance, especially from the white collar segment of thepopulation. Panama was a seriously dangerous place for everyone at thattime.

Koster and Sanchez also imply that there is a culture in Panamathat made this saga posible. That Martin Torrijos (son of Omar) could be acredible and nearly successful candidate for President in the 1999elections illustrates this message only too well. ... Read more
