This week will be critical to resolution, if any, of the Vieques dispute. Calderon is expected Monday April 23 to sign into law a bill regulating noise levels at sea, effectively banning the bombing exercises that create sonic booms. The Navy announced April 12 that it will resume training exercises, using dummy bombs, on Friday, April 27. The Navy could seek permission from President George W. Bush to escape the requirements of the new law. Calderon, a former corporate executive and mayor of San Juan, expressed her intention to stop the bombing now.

The House approved the land transfer deal last week by a whooping 353 to 63 vote, something which must have made many a China-trade advocate salivate with envy. The land transfer is half of the Clinton Administration's iron carrot to break the back of the nettlesome Vieques Navy Out movement. The other half carrot is a $40 million grant now, with another $50 million to be thrown in later if the Viequenses vote in a Navy-run referendum to let the Navy stay forever and resume live bombing. Since it resumed bombing in its Vieques range, after evicting some 200 protesters on May 4, the Navy has been using 40-pound, concrete-filled dummies which can explode any of the abundant unexploded bombs that litter their practice area.

Prior to the restoration efforts, the existing mangrove forest had shown signs of stress due primarily to the blockage of four pre-existing natural channels along the eastern boundary of the forest which has stopped tidal exchange. These historic channels were open to the sea prior to the construction of a two-mile-long road to the Small Arms Range on Roosevelt Roads in the late 1940=s. Later, an attempt was made to increase the flow of seawater by placing culverts beneath the road however, most were inadequately sized and poorly placed. The last open culverts became completely restricted following Hurricane Hugo in 1989. Hurricane Hugo also caused significant wind related damage to the mangrove forest, which in combination with the lack of salt water exchange is compounding the mangrove=s decline in quality and size.

A significant flood in this report refers to a maximum discharge (instantaneous or time averaged) that is in the top 5 percent of all the annual maximum discharges recorded or measured at streamflow-gaging stations during their total period of record. Most of these floods are approximately equal or greater than the 20-year recurrence-interval flood (0.05 probability of occurrence in any 1 year) for that station. A summary of the most devastating floods according to amount of damage and lives lost is provided for each year for the period 1970 through 1989. Significant interstate floods are described also. For each year, a map is provided showing the States with the percentage of total streamflow-gaging stations having significant floods. A compilation of specific data for the significant floods is arranged State by State for each of the 50 United States and Puerto Rico. Each State compilation includes: (1) a description of the general hydroclimatology and conditions that produce significant floods, (2) descriptions of climatic and basin characteristics that significantly affect maximum flows within the State, (3) tables of data that allow the reader to compare each significant flood during the period 1970 through 1989 with the maximum flood for the entire period of record at selected streamflow-gaging stations, and (4) State maps show the location of the streamflow-gaging stations.
