Culture has recently been shown much disrespect by parliamentary and governmental circles, as less than one per cent of Poland's budget is reserved for its development (with such money one should, perhaps, rather say for merely keeping it alive). It is all the more important then to sensibly manage those scarce resources in terms of culture. Last week MPs in the Polish parliament, the Sejm, debated a new legislation project which is to set new standards in state's cultural policy. The project is based on assumption that the Polish cultural system would consist of "cultural institutions" (as the project puts it) - self-managing entities run by several subjects: state, local government or private persons. Running such institutions would guarantee numerous financial benefits, such as tax exemption. Private cultural institutions, if applying for public money, would be in a less privileged position than state and local government ones, as they could only count on the state's support for individual, carefully analyzed cultural projects.

This week, we comment on government subsidies for Polish culture and have a look at yet another cinematic superproduction, this time by Jerzy Kawalerowicz. A few cultural announcements follow. In this week's cultural round-up section we have: Click on the appropiate heading or just scroll down to browse. The Polish parliament, or the Sejm, decided on the final amount of money that Poland's budget to be allocated to local government cultural institutions. The sum is PLN 132. 6 million (USD 30 million), of which 12 million (USD 2.75 million) will go to supporting the controversial Krac³w 2000 Festival. Another flashpoint of the MPs' discussion was the way in which PLN nine million (USD 2 million) was to be divided in order to subsidize Polish libraries which are notoriously (but not surprisingly) the in red. The Ministry of Culture wanted to distribute the money among 16 voivodships along the principle of the more money a voivodship spent on books last year, the more money it will get in 2000. MPs in turn argued that it will mean the poorer regions will be punished with getting less money because they could not afford buying books last year - which would only worsen their already unsatisfactory cultural state. The Ministry of Culture backed down a little on this issue and promised to form a reserve for the poorest libraries.

Its main features are: on the international scene, unwillingness to use force, and on the internal forum - early introduction of democracy and recognition of human rights. It is remarkable that after the extinction of the Piast Dynasty in 1370, Poland did not wage aggressive wars and expanded its territory and influence by voluntary unions with some neighboring nations which were attracted to it by its culture and spirit of freedom. Yes, history registered some famous feats of the Polish army, but they were performed during defensive rather than offensive wars, and the defense was either that of their own country or that of other friendly nations, in accordance with the well known Polish dictum that "we fight for our and your freedom". Because of the fact that for centuries the Polish forces were stopping invasions of the "infidels" from the East - the Turks and the Tartars (Mongols) - Poland merited the well deserved nickname, "the bulwark of Christianity". Thus, King Henry the Pious defeated the Tartars, but perished, in 1241 at the battle of Legnica; King Ladislas suffered the same fate in 1444 at Varna, in distant Bulgaria; and in 1683 King John III Sobieski delivered Vienna from a siege by the Turks and saved Europe from their invasion. A more modern event was the defeat of the Red Army, ready to conquer all Europe, at Warsaw in 1920.
