Every so often a child would fall off this cliff and be seriously injured. At last the town council decided to take action but was immediately deadlocked on what to do. Should they put a fence at the top of the cliff or an ambulance at the bottom? During the 1974-75 school year a study was done in the Washington D.C. area to learn whether sending home a series of Home Learning Lab Activities would increase student achievement in reading and math. Two hundred eighteen first-grade students participated and were compared to a control group of students who did not receive the activities. Following are the results as summarized by Mattox and Rich (1977): there was evidence of a significant rise in children's reading achievement; families willingly participated in the activities with their children; and

Current constraints to meeting these objectives include lack of courses and programs developed in distance education formats and well developed partnership relationships and insufficient time and incentives for university faculty to develop distance education courses. As a result there is no "critical mass" of distance education offerings from universities to school and community sites. Gaps in the technological infrastructure also prevent full use of existing technologies for this purpose. Interactive video and computer technologies can help to overcome these constraints.
