He added, "The evidence seems clear that individuals who are on probation are committing a major portion of the crimes in our neighborhoods." The Center of Civic Innovation at the Manhattan Institute has identified over three million adults serving a probation sentence, and concluded that about two-thirds of these probationers will commit another crime within three years of the imposition of their sentence. Many will be serious and violent crimes: the study indicated that 162,000 probationers returned to state prisons and incarcerated in 1991 were responsible for at least 6,400 murders, 7,400 rapes, over 10,000 assaults and 17,000 robberies. Additionally, studies indicate that over sixty percent of the people involved in narcotic transactions are on probation. Whitehouse noted in his letter to Speaker Harwood and Senate majority Leader Kelly that while we spend approximately $300 million annually for law enforcement and incarceration, including approximately $36,000 per ACI inmate/per year and an average of $98,000 per year/child at the Training School, we are forced to rely on an average caseload per probation officer of approximately 343 cases. The FYI 2000 enacted budget for parole and probation is just over $6 million.

Site Map History of the Family Violence Council The Family Violence Council was created in November, 1995 by Attorney General J. Joseph Curran, Jr. and former Lt. Governor Kathleen Kennedy Townsend to develop a coordinated systems approach to family violence. They invited representatives from the systems that respond to family violence - judges, legislators, police chiefs, sheriffs, court commissioners, State's Attorneys, parole and probation officials, battered women's advocates, children's advocates, law professors, family law lawyers and other policy makers - to analyze the systemic problems, devise solutions and work to implement the solutions. Council members recruited others with expertise in the field to help with the task. The Council began as a group of five working committees, each focused on specific responses to domestic violence. The Initial Response Committee examined those systems that first respond to family violence such as police, 911 operations, shelters and emergency rooms. The Civil Process Committee looked at the civil courts' response to victims seeking protection through ex parte and protective order proceedings as well as custody and visitation issues. The Criminal Process Committee covered the criminal courts and related systems' responses. The Juvenile Process Committee examined the relationship between domestic violence and child abuse and neglect proceedings, and the Post-Disposition Committee covered responses in systems such as parole and probation and abuser intervention programs.
