Extractions: Created in 1996, CO-OP assists and provides grants to non-profit organizations to introduce youths, minorities and adults to outdoor services, programs and facilities. Grants range from $5,000 to $30,000 to help pay for outdoor equipment, transportation and staff. Applicants requested $2.3 million in funding from an available $700,000 during the first funding cycle. This year, TPW will issue an additional $1 million in CO-OP grants appropriated by the Texas Legislature bringing available CO-OP funding to almost $1.5 million over two funding cycles. The deadline for the second funding cycle is March 1, with an additional $700,000 in grants to be distributed in May. "The additional million dollars from the Legislature will go far in providing more outdoor recreation opportunities for youths who, for many reasons, may not have the opportunity or means to spend quality time outdoors," said Darlene Lewis, TPW's CO-OP coordinator. "These grants will allow young people to camp at a state park, go fishing this summer, discover Texas wildlife and learn about habitat, and take part in aquatic activities which teach the value of clean water."

It is a federation of seven individually governed emirates. Dubai, with a population of about 800,000, is the most Westernized and liberal city in the Middle East. The city is growing at a rate of about 6% per year. Unlike Abu Dhabi, the richest emirate in the U.A.E. with its large oil reserves, Dubai is building its economy on tourism and international trade. It has become the shopping mecca and playground of the Arab world. Arabs from other Muslim countries travel to Dubai for vacations and shopping. There are 300 hotels and resorts and dozens of 5 star ones. The newest hotel, Burj Al Arab (Queen of Arabia), is shaped like a giant sail and is the worlds tallest hotel at 100 stories. It is rated at 7 stars. The shopping malls are world class. The city abounds with high quality restaurants. Unlike most areas in the world, the best restaurants are usually found in the hotels, as only hotel restaurants can serve liquor. There is a large Middle East festival, convention, trade exhibition or world class sporting event almost every week in Dubai. The month long March Dubai Shopping Festival attracted 2.4 million visitors in 1999.

Stoecklin and Randy White One's culture can have a tremendous influence over how the world is perceived. This paper looks at how culture affected the development and operation of an indoor, 25,000 square foot children's play and discovery center in the city of Dubai in the United Arab Emirates. Dubai is a very unusual Middle Eastern city on the east side of Arabian Gulf-unusual in the sense that only about 20% of the population is Arab, 55% is Indian and about 25% is expatriate Westerners. These three main cultural groups live almost as parallel societies, although they shop in the same modern stores and malls and eat in the same restaurants. Our client wanted to create a for-profit center where children and families of all cultures could come together in a leisure setting. This unusual multi-cultural mix posed a great challenge for our design team, as each culture has it's own unique tastes and preferences. In order to understand how society operated in this country, our firm did extensive cultural research. We started by readying and studying about each of the cultures. Information was found on the internet, in books and by speaking with the US Embassy. We also spent many hours participating in the daily life of each of these cultures by visiting and observing families and children in museums, shopping malls, parks, souks (marketplaces) and restaurants.
