Sentenced for different categories of crimes, in different parts of the state, they nevertheless describe themselves in similar terms: "people pleaser," "influenced by others," "attention-seekers." Some sought shortcuts to the red-hot lifestyles depicted on television which contrasted so sharply from the dull gray of their own. Others wanted to numb themselves from conditions which seemed out of their control. Nearing the end of their prison sentences, after counseling, life-management training, and time to reflect, these women more objectively assess their decisions which led to their official removal from the society where many had long felt excluded. According to U.S. Justice Bureau statistics, the rate of female defendants convicted of felonies in state courts grew at double that of male defendants during the last decade. In 1998 an estimated 950,000 women were in prison or under correctional community supervision. Yet female criminality still shocks a public clinging to cultural stereotypes of womanhood and motherhood. Often the offenders are shocked as well, as they review their behavior which, at the time, may have felt more like coping with trouble than initiating it. In paradoxical rhetoric, they frequently describe their pre-confinement life as "trapped" and their prison time as "freedom"

They also warned Texas Department of Criminal Justice Director Wayne Scott to take better fiscal control of industries involving prison labor. TDCJ and the Texas Board of Pardons and Paroles were under review by the Sunset Advisory Commission, which determines if state agencies should be continued. TDCJ received an overall favorable review from Sunset Advisory Commission staff members who compiled a 222-page analysis of the state's largest agency as well as the Board of Pardons and Paroles. But TDCJ, which has an operating budget of more than $2 billion and 39,000 employees, received close scrutiny from lawmakers about accounting of its prison industries and for a recidivism rate that increased from 35 percent in 1984 to 53 percent in 1992. In Texas, the recidivism rate is calculated as the percent of inmates returning to prison within three years of their release.
