Extractions: School Governance Task Force Recommendations March 4, 2003 The New Jersey SAELP Consortium met on March 4, 2003 to consider recommendations related to school governance in New Jersey. As a result of this meeting, the Consortium voted to make the following recommendations: Recommendation #1 A. Change the current 3-5 year contract for superintendents to a 5-year contract. B. Permit sitting boards of education to fill superintendent vacancies as they learn of them. Note: As a result of current statutes, a board cannot vote to fill a vacancy occurring on July 1 until after the board reorganization of that same year. The proposal would extend the amount of time for a board to appoint a superintendent for up to one year - upon receiving notice of the superintendent's resignation, or upon giving notice of non-renewal. The purpose is to permit continuity of leadership so the new superintendent can join the district sooner and assure a smoother transition. Recommendation #2: A. That all hiring and personnel decisions for school-level positions be made by school principals.

The focus of SAELP is on improving schools by strengthening school leaders. SAELP is a project administered by the Council of Chief State School Officers and funded by the Wallace-Readers' Digest Fund through their Leaders Count initiative. SAELP is overseen by a national consortium whose members include the Council Chief State School Officers, the National Governors Association, the National Conference of State Legislatures and the National Association of State Boards of Education. The mission of the national consortium is to support the creation of state policies and legislation that will strengthen school leaders (principals and superintendents) and focus them on the improvement of teaching and learning. Last Spring New Jersey was one of fifteen states selected from among thirty-seven applicants for a $50,000 design grant that would enable states to draft implementation plans to address their particular policy needs relative to six SAELP strategies. The strategies span the range of school administrators' experiences from recruitment and preparation through licensure, and induction, conditions of practice and professional growth. The strategies also address the systemic issues surrounding the governance structures that support or compromise school leaders' authority for practice. The six SAELP strategies are:
