The horse murders scandal was a form of insurance fraud in the United States in which expensive horses, many of them show jumpers, were insured against death, accident, or disease, and then killed to collect the insurance money. It is not known how many horses were murdered between the mid 1970s and the mid-1990s, when a Federal Bureau of Investigation (FBI) investigation brought the horse killings to light, but the number is thought to be well over 50, and may have been as high as 100. In addition, in 1977, the heiress Helen Brach disappeared and was presumed by law enforcement agents to have been murdered by the perpetrators of these crimes, because she threatened to report their criminal activity to authorities; continuing investigations into Brach's death began to uncover the insurance fraud in the 1990s. From the author: Court decisions over the past decade have narrowly construed the bribery and gratuities law, making prosecutions under that statute more difficult and giving prosecutors of federal corruption an incentive to look for alternative legal theories. Honest services fraud, traditionally used to fight state and local corruption, has stepped into the breach and increasingly appears in federal corruption cases. But this trend threatens to upset the balance struck in the law between corrupt criminal behavior by federal officials and behavior that may be unseemly or unethical but falls short of being criminal. The vague and sweeping honest services standard fails to provide adequate notice to government officials or the public concerning what the criminal law requires. The potential penalties also vastly exceed the penalties for gratuities or other lesser misconduct that may be repackaged as honest services fraud. To remedy these problems, the Article proposes amending the federal gratuities statute and enacting a statutory definition of honest services fraud.

E-mail infrastructures are clogged with Advance Fee Fraud (AFF) scams, characterized by bogus business proposals and fraudulent joint ventures. It is evident that current technologies that filter at the recipients' end of the e-mail infrastructures are not so effective against AFF e-mails. This is because Spammers have developed tactics that beats Spam filters at the recipients end. In this book, an outbound e-mail spam filtering system tagged SPAMAng,that treats spam mails at the origin is proposed, developed and implemented. Using Naïve Bayes Classification, the system operates by building a knowledge base for expert analysis of fraudulent e-mails. The system which can be tailored to handle intrusion detection in enterprise networks, detects and appropriately flag suspected spamming activities at Internet access nodes.
