Congress has taken a step toward bridging the gap between what agencies can do in the cases of missing children and what they can do concerning missing adults. Late last month, both the Senate and the House passed Kristens Act, making federal funds available for agencies that help find missing persons that are classified as at-risk or endangered by law enforcement, regardless of age. Many in this area are familiar with the plight of the Modafferi family in Charlotte. Their 18-year-old daughter Kristen, a design student at N.C. State, disappeared while working in San Francisco in the summer of 1997. She has not been seen again. What many people do not realize, however, is the way the search for Kristen may have been hampered by her age. According to Rep. Sue Myrick, when Kristens parents called the National Center for Missing and Exploited Children they were told, Sorry, we cant help you. The federal funds allocated to the agency were specifically designated for use in finding children under the age of 18.

After he left her home, no one in his family ever saw him again. According to reports, he attended a concert in Little Rock the following day, then spent the night at a motel. He was supposed to meet his girlfriend the night of August 5 at a reservoir near McRae, but according to her statement to White County sheriff's investigators, he never showed up. His parents, Rip and Novela Kirk waited until they couldn't wait any longer, and on August 18, they filed a missing person report with the sheriff's office. Then, the family sat back and waited for the authorities to take care of everything. They have waited a long time. Doug Kirk has vanished, apparently into thin air, leaving behind a son, now 15, and a bewildered and grief-stricken family. Shawna Kirk was particularly close to her brother-in-law, having married his brother Rick, a truck driver.

For Katcher, "reinventing the wheel" is keeping in touch with the Vermilion County Sheriff's Department and trying to find any way to get the word out about looking for him. This included getting Danville, Ill.-based shipping firm McLane Midwest to paste 16-by-24 foot posters on their trucks. It also included having local trucking Teamsters Union bring 500 of the posters to their national convention in Las Vegas. "We thought about putting a billboard up, but we don't know where he is," Linda said. "It's kind of like a moving billboard." Searching for help The search for Ryan began on Nov. 5, 2000, when his truck disappeared from his home in Oakwood, Ill., and no one knew of his whereabouts. That day, Linda called the Vermilion County Sheriff's Department and reported Ryan missing. He became one of the 100,000 people who are missing on any given day, according to Kym Pasqualini, founder of the Nation's Missing Children Organization and Center for Missing Adults. Forty percent of those missing persons are adults. Linda and the Vermilion County Sheriff's Department began their search with a two-week foot search of the area. By the third day, private planes were flying overhead, scouring for any sign of Ryan or his missing truck, Linda said. By February, boats were sending sonar signals in area lakes, trying to find any sign of Ryan's truck.
