One of the oldest degree granting programs in the country, the University of Minnesota began a bachelors major in Recreation Leadership in the late 1930's. The program in Recreation has a long history of preparing students to be professionals in a variety of recreation and park organizations and agencies. Students select a specific emphasis area for course selection, internship placement, and in the case of graduate students for their choice of research topics. The emphasis areas at both the undergraduate and graduate levels are: Public Park and Recreation Management; Therapeutic Recreation; Outdoor Education/Recreation; and, Commercial Recreation. In addition, at the graduate level there is an emphasis in Sport Management. The faculty expect to develop an additional emphasis in "Recreation and Youth Development" in the next year. These same emphasis areas are career paths in recreation program management, parks management, therapeutic recreation, outdoor adventure and environmental education, commercial recreation, and sport management. Each emphasis area is further explained below. These are leisure service organizations and businesses where program graduates have participated in internships and found career placement after graduation. Bachelor Degree and Masters Degree graduates often find employment in the same types of organizations, with Masters Degree graduates assuming positions of more responsibility and requiring more credentials.

Guest Book Welcome to our Home Page The Exploring program is specifically designed to incorporate the following experience areas: career opportunities, life skills, service learning, character education, and leadership experience. Law Enforcement Exploring is a program sponsored by local law enforcement agencies to provide career information to students between the ages of 14 and 20. It also provides the structure and resources needed for these young adults to make ethical choices and to achieve their full potential as individuals. These students learn first hand the duties and responsibilities of police officers. By bringing interested youth and police officers together on a regular basis, the explorers are able to apply the information and tactics they learn in mock situations at the Minnesota Law Enforcement Conference each April, and at the National Law Enforcement Explorer Conference. The National Conference is held every other summer in a major metropolitan area, such as Washington D.C. or Flagstaff, Arizona. These conferences provide the explorers with opportunities to meet with their peers, be exposed to law enforcement agencies at the state and federal level, and the chance to receive college scholarship money through their participation in the mock situations.

This Digest describes characteristics of charter schools, outlines some tentative research findings, discusses advantages and shortcomings, and summarizes challenges rural communities might face in starting such a school. What We Have Learned About Charter Schools In some ways, charter schools are traditional and tap historic rural roots of public education. They give parents, students, and educators public school alternatives based on the idea that competition will bring educational innovations (Thomas, 1996). But there is potential for controversy, especially in poor rural communities with limited financial and educational resources to support additional schools. Since Minnesota passed the first charter school law in 1991, 32 other states and the District of Columbia have passed similar legislation (Hirsch, 1998). The Center for Education Reform (1998) estimated 1,129 charter schools existed nationwide in September 1998. Most schools were in the South and West. Half were in three states: Arizona, California, and Michigan. Almost another quarter were in four other states: Colorado, Florida, North Carolina, and Texas. While the number of charter schools has increased rapidly since 1991, these schools represented only about 0.5% of public school students in charter states during the 1996-1997 school year (RPP International, 1998). It is unclear how many were in rural areas.
