The trial will be held in the auditorium of the Justice Tribunal of Pará state, in the city of Belém. Judge Eva Coelho will preside over the trial, which will be organized in three large sessions. The first session will begin on April 8, when the four main commanders of the operation will be tried. Each session will last four days. The second session will begin on April 15, to try 17 officials of lower rank. On April 22, the trial of the 129 soldiers who were involved in the operation will begin. Almost seven years have passed and until today, no one has been imprisoned or sentenced for the massacre. In general, an accusation of murder will go to trial the same year. Of the judges in the Tribunal with criminal jurisdiction in Belém, only Dr. Eva Coelho accepted the mission of overseeing the trial of the massacre. The other judges recused themselves from this task. Why? In 1999, the first trial of the massacre took place, but the manipulations of the coordinating judge were so extensive that the jury ended up finding the officials innocent. The MST lawyers withdrew from the trial in protest and the trial was suspended. The Judiciary Power later annulled that trial.

Bush. The debate breaks along lines that have become very familiar to those who have followed the administration's foreign policy since Bush first took office. On one side are the neoconservative and unilateralist hawks in and around the offices of Vice President Dick Cheney and Defense Secretary Donald Rumsfeld, but who also have key allies strategically placed in the National Security Council and the State Department. Gulam Mustapha, a Pakistani, was reportedly tortured while in detention in a centre for drug offenders in Jeddah in 1994. The torture he suffered included insertion of a metal stick or rod into his anus and electric shocks, which apparently left him bleeding and unable to walk. So who has supplied the electro-shock batons to the torturers in Saudi Arabia? Secrecy prevents a comprehensive answer, but it is known that in 1993 the UK government granted two licences for the transfer of electro-shock weapons to Saudi Arabia and that since 1984 the US Department of Commerce has authorized at least a dozen such shipments.

Initially during my career in the Foreign Service, I was surprised to note what, for us, are odd reactions by nationals of other cultures. A Japanese chief steward of a foreigners' club suffered the loss of his toddler son by drowning in the club pool.. His response to condolences from club members was to laugh nervously. This reaction, strange to a foreigner, was explained as defensive towards a person not directly affected by the family tragedy. The steward simply could not reveal his true feelings. I learned as I gained experience abroad. A native culture can be such a determining factor in international relations that some in our Foreign Service think it outweighs other elements, such as the political and economic, in importance. We tend to lose sight of this in our Western zeal for our concepts of international law, of ethics and other basic conduct. The Japanese military regime instilled in its soldiers the ignominy of personal surrender. Death was preferable to this disgrace, for their families considered them dead. Not alone among states in thinking their cultural behavior was understandable to others, the Japanese treated Allied prisoners callously, believing that their families deemed them already dead.
