The disturbing report, Losing ground: Israel, poverty and the Palestinians , examines in detail how Israel's occupation of the West Bank and the Gaza Strip has been the primary cause of the destruction of the Palestinian economy. It calls for full Israeli withdrawal from the Occupied Palestinian Territories, and for international monitors to oversee the process. International Development Secretary Ms Short told a packed meeting in the House of Lords that if there was no speedy action the possibility of a viable Palestinian state would be 'eroded'. 'Most people in the world have agreed that the answer is two states side by side, two states that both people can feel safe in and gain security. 'There would need to be lots of international intervention to make people feel safe. But if we don't move quickly, the possibility of a Palestinian state is being eroded by growing settlements and then we have no solution.

Malnutrition takes place because of less nutritional content in food. Tribals, because of poor economic conditions and lack of facilities, frequently suffer from malnutrition. A combination of factors makes them vulnerable. Most tribals live in sub-human physical conditions. An average tribal family has seven people living in only two rooms. Their homes do not have enough ventilation. Their pigs, cattle, and hens live within the same house, to ensure the security of their animals. Generally they do not have electricity, sanitary latrines, etc. They use the same source of water for themselves as well as for their cattle, to wash their clothes and vessels. They themselves take bath in that same water, which gets mixed with wells that satisfy the need of drinking water. Moreover, the wells themselves are rarely properly constructed and maintained. Food Lack of nutritious food is another factor. They get green vegetables from their farms, milk from their cows, and other food-grains but they sell it for money and do not use for themselves. Their intake is limited to items such as Kosari, Ambadi, Peas, Bamboo shoots, Banana, Guava, some vegetables if available, Rice, and rarely Meat. This is not sufficient for their daily requirements. Less than 40% have scientifically correct knowledge of proper health care. Neither do they have proper knowledge for growing the vegetables and taking the maximum from whatever products they have.

Fruits and vegetables contain provitamin A, such as beta-carotene and other carotenoids, which first need to be converted into retinol before the body can utilise them (see example in the table below). The origins of vitamin A deficiency in childhood can be traced to poor nutrition status of the mother during pregnancy and lactation, and inadequate intake of foods rich in either preformed or provitamin A by the infant after weaning and thereafter. A logical approach then to the prevention of vitamin A deficiency must seek to address these basic causes and not rely on technological fixes.
