....On April 9, 2001, the President submitted his FY2002 budget request which
included nearly $8 billion for the Department of State and the Broadcasting Board of
Governors (BBG). This represents an increase of $925 million (or 13.1%) from the
FY2001 enacted level which Congress passed and the President signed into law (P.L.
106-553) on October 27,2000.
On June 27, 2001 the House Commerce, Justice, State (CJS) Subcommittee
passed by voice vote its FY2002 appropriations. The full House Appropriations
Committee reported out the CJS legislation (H.Rept. 107-139) on July 10, 2001, and
set State Department funding at $7.4 billion for FY2002. After transferring $15
million out of two of State’s accounts – $8 million from Diplomatic and Consular
Programs and $7 million from the Capital Investment Fund – and moving the funds
into the Small Business Administration, the House passed the bill (H.R. 2500) on July
18th, funding State at $7.39 billion.
On July 19th the Senate Appropriations Committee marked up the CJS
appropriations (S. 1215) and filed its report (S.Rept. 107-42). The Senate version
provided $7.2 billion for the State Department in FY2002. The Senate passed its
version of H.R. 2500, as amended, on September 13, 2001.

...On February 4, 2002 the Bush Administration sent its FY2003 budget request
to Congress. The State Department request totaled about $7.6 billion, while the
international broadcasting request totaled $491 million. Secretary of State Colin
Powell testified before various House and Senate Committees in February and March,
2002 stating that last year’s priorities of increased security, increased hiring, and
improved technology at State remain the same for the next fiscal year budget.
In late March, the Administration requested an additional $322.1 million for
State and $7.4 million for international broadcasting within a supplemental request.
The resulting total FY2003 request for the Department of State and international
broadcasting amounts to more than $8.4 billion, 6.9 % greater than the FY2002 total
enacted funding of $7.9 billion (including the post 9/11 emergency supplemental).
One concern regarding the supplemental has to do with the Bush request for
$100 million for the Department of Defense (DoD) to “support foreign nations in
furtherance of the global war on terrorism” and $30 million for DoD to support
indigenous forces engaged in activities in furtherance of United States national
security aims.” Some are concerned that these funds would give DoD authority to
conduct foreign policy without getting prior authority from Congress or conferring
with the Department of State....

The billions of dollars expended in Iraq constitute the largest relief and reconstruction exercise in American history.  SIGIR’s lessons learned capping report characterizes this effort in four phases (pre-war to ORHA, CPA, post-CPA/Negroponte era, and Khalilzad, Crocker, and the Surge).  From this history, SIGIR forwards a series of conclusions and recommendations for Congress to consider when organizing for the next post-conflict reconstruction situation.

 Over the past five years, the United States has provided nearly fifty billion dollars for the relief and reconstruction of Iraq. This unprecedented rebuilding program, implemented after the March 2003 invasion, was developed to restore Iraq’s essential services, build Iraq’s security forces, create a market-based economy, and establish a democratic government—all in pursuit of U.S. interests in a stable and free Iraq. Did the U.S. rebuilding program achieve its objectives? Was the money provided well-spent or wasted? What lessons have we learned from the experience?

Hard Lessons: The Iraq Reconstruction Experience, a report from the Special Inspector General for Iraq Reconstruction (SIGIR), answers these and other important questions by presenting a comprehensive history of the U.S. program, chiefly derived from SIGIR’s body of extensive oversight work in Iraq, hundreds of interviews with key figures involved with the reconstruction program, and thousands of documents evidencing the reconstruction work that was – or was not - done. The report examines the limited pre-war planning for reconstruction, the shift from a large infrastructure program to a more community-based one, and the success of the “Surge” in 2007 and beyond. Hard Lessons concludes that the U.S. government did not have the structure or resources in place to execute the mammoth relief and reconstruction plan it took on in 2003. The lessons learned from this experience create a basis for reviewing and reforming the U.S. approach to contingency relief and reconstruction operations.

Hard Lessons is an absolutely outstanding review and analysis of U.S. reconstruction efforts in Iraq, going all the way back to 2003 and up to early 2009.The Special Inspector General for Iraq Reconstruction (SIGIR) has provided us with a balanced and fair history of the challenges, successes and failures of the many organizations involved in reconstruction and reestablishing stability.Based on six years of work by SIGIR staff, this book is clearly one of the best for those who want to learn the issues and lessons learned in Iraq's reconstruction.Cap Dean, Regional Coordinator for Baghdad/Central, 2004 and Deputy Coordinator for Economic Transition in Iraq, 2007.

This accounting of the tax money spend rebuilding Iraq is truly troubling. Not in that we need to do this work, in that the way it was handled and the amount of money wasted. Like many large corporations, the United States Government is ill equipped to deal with even the simplest forms of construction or aid giving accounting. Quality control and efficiency are tasks seemly unknown to the Government or it's contractors. And this is just a drop in the bucket compared to the current economic needs of this country. ...
