Product Description
This manual was developed for the use of those who investigate white-collar crime and related abuses, and to assist those who supervise and must interact with investigators in this field. It was not addressed to any specialized audience within these groups, but rather to meet general interests in white-collar crime investigation, which cut across such specialized lines. This manual builds upon the broad-ranging and intensive experience of numerous investigators and their agencies, a good portion of which has previously only been available in specialized manuals, in internal agency documents which reflect agency policies and practices, and in the extensive knowledge of individual investigators who provide a wealth of information and advice if one takes the trouble to ask. A second handbook included here as an appendix, The Seventh Basic Investigative Technique, highlights an approach to the investigation of organized crime and white collar crime targets by criminal investigators that was introduced to and enthusiastically received by state and local law enforcement officials who attended a series of Law Enforcement Assistance Administration regional conferences on organized crime. For countless years, criminal investigators have relied on six basic investigative techniques to solve crimes; i.e., (1) the development of informants, (2) use of undercover agents, (3) laboratory analysis of physical evidence, (4) physical and electronic surveillance, (5) interrogation, and (6) where permitted by law, wiretapping. The purpose of this handbook is to introduce to criminal investigators, on a broad scale, a seventh basic investigative technique, used primarily in the investigation of violations of the Federal income tax laws - the investigation of financial transactions engaged in by the targets of their investigations. ... Information is a crucial tool in securing the nation's borders against crimes and potential terrorist threats, with the Department of Homeland Security's (DHS) Border Patrol and Immigration and Customs Enforcement (ICE), and the FBI, having key information sharing roles. GAO was asked to assess the extent to which (1) local and tribal officials in border communities received useful information from their federal partners, (2) federal agencies supported state fusion centers'--where states collaborate with federal agencies to improve information sharing--efforts to develop border intelligence products, and (3) local and tribal agencies were aware of the suspicious activities they are to report. ... Product Description
From Chicago's Al Capone to Waco's David Koresh, the Bureau of Alcohol, Tobacco, and Firearms has taken on America's most ruthless criminals and single-minded fanatics. In "Very Special Agents", a longtime ATF veteran delivers the first full disclosure of the bureau's controversial exploits. When James Moore joined the ATF at Newark, New Jersey, in 1960, it was an arm of the Internal Revenue Service with one job: to catch the Mafia bootleggers whose Prohibition-style distilleries each cheated Uncle Sam of $20,000 a day in tax revenue.During his twenty-five years of service, Moore saw the ATF shift into the enforcement of gun laws, be reborn as a separate bureau, and take on the bombings and arson cases that most officers of the law wrote off as impossible to solve. From heartstopping undercover sting operations to explosive face-to-face confrontations with mobsters, murderers, bombers, gang members, and terrorists, "Very Special Agents" takes the reader to the heart of the action.Moore's personal, from-the-hip history of the ATF spans the long-running war against Mafia dons and drug dealers and agents' daring infiltration of the Ku Klux Klan, Hell's Angels, and other groups that advocate violence and bloodshed. He covers the cutting edge forensics work that helped crack the World Trade Center and Oklahoma City bombings, and he provides an insider account of the raid on the Branch Davidians at Waco, Texas. Moore also discusses the ATF's rivalry with the FBI and the bureaucratic hairsplitting and political power games that, in his view, impede the government's ability to short-circuit crime. ... 1-0 out of 5 stars Horrible Book
Truly a horrible book. Don't buy it - get it from a library or buy a used copy. Mr. Moore shouldn't receive a dime in royalties. This retired BATF agent doesn't attempt to hide his hatred of the FBI, The National Rifle Association (NRA), and "Gun Lovers" (his description) of all types. To try to smear the NRA, he states that the NRA lied about BATF, yet he wrote numerous falsehoods (lies) about the NRA. For example, he falsely wrote that the NRA sold the rifle (that killed President Kennedy) to Oswald. Such false statements make an intelligent reader question all his so-called "facts". A reader would have to review all his footnotes and source material to judge if his "facts" and conclusions are accurate or just a reflection of his bias, hatred and prejudice. Is the BATF filled with agents such as this? If so, we may have a real problem. Mr. Moore clearly advocates ignoring citizen rights to nail BATF targets. The Second Amendment? It doesn't exist for Mr. Moore.

5-0 out of 5 stars Tells it like it really is
This book is facinating. I was totally imersed in it and sorry that it ended. Maybe the author could write a sequel since ATF is now under the Department of Justice with a new mission of fighting worldwide terrorism.

Excerpt: The San Bernardino County Sheriff's Department (SBSD) serves San Bernardino County, California, which is geographically the largest county in the lower 48 states. SBSD provides law enforcement services to the unincorporated areas of the county and contract law enforcement services to 14 of the county's cities, serving a total of 1,029,466 of the county's 2 million residents. The department also operates the county jail system, provides marshal services for the county superior courts, and has numerous other specialized divisions to serve the citizens of San Bernardino County. When San Bernardino County was established in 1853, its first Sheriff was a Mormon, Robert Clift, who served until 1857. On January 12, 1856, a volunteer militia unit known as the San Bernardino Rangers was organized under the command of Captain Andrew Lytle to aid the Sheriff in suppressing raids by indians and the gangs of outlaws like the Flores-Daniel Gang that plagued the County. Sheriff Clift left for Utah that year and was followed in office by Joseph Bridger who held the office until 1859. Valentine Herring was next as Sheriff until the fall of 1860. Herring was replaced by Charles W. Piercey who held the office until he resigned in October 1860 to run for the State Assembly. Anson Van Leuvan served as Sheriff from 1860 to 1862. He had difficulties enforcing the law in Belleville and the other boom towns of the Holcomb Valley gold rush and with the turbulence caused in the County by the secession crisis and the beginning of the American Civil War. Excerpt: The New York State Police (NYSP) is the state police force of 4,600 sworn Troopers for the state of New York. It was established on April 11, 1917 by the New York Legislature, in response to the 1913 murder of a construction foreman named Sam Howell in Westchester County, which at that time did not have a local police department. The department's first superintendent was George Fletcher Chandler, who was responsible for much of the department's early organization and development. Chandler coined the term "New York State Troopers" and was an early advocate of officers carrying their weapons exposed on a belt, which was not common practice at the time. They are responsible for protecting the Governor of New York and the Lieutenant Governor of New York. The current superintendent of the New York State Police is John Melville, who is acting superintendent replacing Harry J. Corbitt. Corbitt, who was nominated by current New York State Governor David Paterson, replaced acting superintendent Preston Felton. Felton had replaced the retired Wayne E. Bennett. Corbitt announced his resignation on March 2, 2010, amid controversy. The interim Superintendent has also stepped down citing unease among labor unions. Two superintendents stepped down from the state police in 6 days. The NYSP divides New York state geographically into ten "Troops," each comprising a specific geographic area, usually several counties. Each is supervised by a "Troop Commander" usually of the rank of Major. Each Troop encompasses 2-4 "Zones" which are referred to simply by a Zone number. There are up to several "sub-stations" located within each zone. A patrol car number will contain the Troop and Zone or group prefix: for example, car 1A30 would be a patrol car in Zone 1 of Troo... Excerpt: The Montana Highway Patrol (MHP) is the highway patrol agency for Montana, which has jurisdiction anywhere in the state. It was created to protect the lives, property and constitutional rights of people in Montana. The Montana Highway Patrol was founded in 1935 after Montana led the nation with a 74% increase in highway fatalities. Twenty-four recruits taken from an application pool of over 1500 were selected to attend the first Highway Patrol Recruit Academy, and on May 1, 1935 those recruits took to the highways. Though authorized to enforce the eleven traffic laws in existence at that time, the Montana Highway Patrol's main focus was to educate and assist the public. In 1988, they became the first state highway patrol in the nation to become nationally accredited. The accreditation process took three years to complete and was considered a critical element in enhancing the professionalism of the Montana Highway Patrol. The Montana Highway Patrol is divided into eight districts. The Patrol's 200 troopers cover great distances to police Montana's highways, assist other law enforcement agencies and help motorists in need. Each year, the men and women of the Patrol: Troopers provide public safety education presentations on nearly every subject related to driving safety, including seatbelt use, driving under the influence and child safety. Since the establishment of the Montana Highway Patrol, 7 officers have died in the line of duty. ...More: http://booksllc.net/?id=7892015 ... Read more

Purchase includes a free trial membership in the publisher's book club where you can select from more than a million books without charge. Excerpt: The Suffolk County Sheriff's Office is the oldest law enforcement agency in Suffolk County, New York. The sheriff's office currently employs approximately 1200 people, including 841 correction officers, 247 deputy sheriffs, and 130 civilian personnel. Its Office and Business Operations are located at the Riverhead Correctional Facility, 100 Center Drive South in Riverhead (although it bears the Riverhead name, it is actually south of the Peconic River in Riverside in the Town of Southampton). The sheriff of Suffolk County is elected to the term of four years. On Long Island, from 1664 to 1683 ridings were used to establish boundaries within the shire. The East riding comprised the territory now occupied by Suffolk County. The West riding consisted of Kings County and Newtown (Queens County). The remainder of Long Island belonged to the North riding. Collectively, the three ridings were called Yorkshire. The colonial governor of New York appointed a "High Sheriff" for Yorkshire with a Deputy from each riding. In 1683, the ridings were abolished and the East riding became Suffolk County. The High Sheriff was no longer necessary being that each County would now have its own Sheriff. Suffolk Countys first Sheriff was Josiah Hobart in 1683. After the American Revolution, the practice of the Governor appointing a sheriff continued and was incorporated into the first New York Constitution, adopted in 1777. At the 1821 constitutional convention, the office of sheriff became an elective office. That year, Abraham Gardiner became Suffolk County's first elected sheriff. Excerpt: The New Jersey State Police (NJSP) is the state police force for the state of New Jersey. It is a general-powers police agency with state wide jurisdiction, designated by Troop Sectors. As with other state police organizations, the primary reason for the creation of the New Jersey State Police was for the protection of rural areas that had never had law enforcement, beyond a local sheriff, who was often not able to provide suitable police services. Legislation for its creation was first introduced in 1914, but it would not be until March 29, 1921, with the passing of the State Police Bill, that a statewide police force was created. Senator Clarence I. Case was the driving force behind the 1921 legislation, however, the person with the most impact on the organization was its first Superintendent Norman Schwarzkopf, Sr. Schwarzkopf was a graduate of West Point and this training and his time in the military heavily influenced how he organized and trained his first group of troopers. The first State Police class reported for training on September 1, 1921 and consisted of 116 men out of an applicant group of 600. Training took place in Sea Girt, New Jersey on the same grounds as the current State Police Academy.. Out of the 116 men who started training only 81 officers and troopers completed the three-month training program. According to the New Jersey State Police Website, "On December 1, 1921, the new troopers were administered the oath of office and on December 5, 1921, in a blinding snowstorm, started out on horseback and motorcycle to their posts throughout the state." The New Jersey State Police is responsible for general police services, general highway and traffic enforcement, statewide investigation and intelligence services, emergency m... The Australian Federal Police (AFP) is the federal police agency of the Commonwealth of Australia. The AFP is Australia's international law enforcement and policing representative, and the Government's chief source of advice on policing issues.
