Product Description
Critics of government commodity programs often indict those programs for their adverse environmental effects. Although revisions of commodity programs in the last two farm acts have addressed some concerns, others remain.

Walter Thurman analyzes current agricultural policies, focusing on traditional commodity programs, to determine their systematic environmental effects. Specific programs examined include price income support for feed grains, cotton, and rice; tobacco and peanut supply controls, import controls on sugar; and dairy policies. ... Read more

From the supplier: Florida state will be able to proceed with its lawsuit against cigarette manufacturers following a ruling on Medicaid third-party liability by the state supreme court. Governor Lawton Chiles was pleased with the ruling that upheld the existing law, but the Associated Industries of Florida said that it would still fight to repeal the 1994 law. Chiles had vetoed the bill's subsequent repeal in 1995.

From the supplier: American Farm Bureau Federation Pres Dean Kleckner criticized the EPA's move to implement new exhaust emission standards for non-road engines. He said that the new standards would do more harm to the agricultural industry than good. The EPA proposal resulted from a 1991 study on the contribution to air pollution of non-road engines and vehicles, which reported that these sources add considerably to ground level ozone and carbon monoxide. Kleckner disputed the report by saying that most tractors operate far from urban centers and that rural areas usually do not have air quality problems.

From the supplier: A State Farm Mutual Automobile Insurance Co proposal that would regulate insurer loss reserves will be re-evaluated by the National Association of Independent Insurers (NAII). Previously a long-term opponent of the proposal, called the Solvency and Financial Enforcement Trust Account, the NAII says that it still does not help insurance companies accurately set aside sufficient funds to meet loss adjustment reserve obligations. However, the NAII does approve the concept of mandatory reserves in today's environment of insurer insolvency.
