IHDA Housing Tax Credits types of affordable housing advocates a fair shot at tax program (in this case, housing)is unprecedented making concerning each state's lowincome housing needs http://www.ihda.org/lihtc.htm
Extractions: Frequently Asked Questions... Why did Congress enact the Housing Credit law in 1986? Congress created the federal Low Income Housing Tax Credit (also known as the federal Housing Credit program) because building and rehabilitating apartments costs too much in the private market to rent at rates low-income families can afford. The Housing Credit makes apartments affordable for working people with below-median incomes. How do Housing Credits differ from other federal housing programs? Housing Credits rely on developers, financial firms and other private sector players. These experts don't invest in affordable housing unless market conditions allow developments to prosper. The Housing Credit is an indirect federal resource, not a direct drain on the federal treasury. The program is run by the Internal Revenue Service, and failure to adhere strictly to the law results in stiff penalties. Finally, Housing Credit tenants are typically working taxpayers who pay their entire rent.

In the era of welfare reform, economic development for the poor becomes a key factor. This is the equivalent of a business lawyer working for poor persons. LSEM has created three positions specializing in economic development. Water Edge Crossings Housing Development No individual client or client group suggested the establishment of a riverfront housing development. However, there was documented evidence of a need for the low-income community, and LSEM responded to it by developing a viable solution. LSEM helped in the formation of a non-profit organization, Water Edge Crossings, to act as one of the major players in planning the 400-unit housing development. It is this non-profit corporation that will receive the acreage upon which the development will be established. Several members of the client community serve on that corporate board. Retail Development In needs studies assessing the needs of low-income persons, one of the greatest needs identified for LSEM's client community is affordable childcare. Many studies document inadequate childcare as a major impediment to full employment. However, no client ever complains about the lack of accessible childcare as a legal problem.
