This initiative is designed to put a qualified teacher in every classroom by 2006. On July 1, 2000, House Bill 1187 went into effect. This bill, titled the A+ Education Reform Act of 2000 , is a comprehensive bill aimed at improving education for all students in Georgia. The University System of Georgia and the state superintendent have made teacher education and professional development a priority. Deans of education and arts and sciences have also joined with vice presidents in the 15 public universities that prepare educators, to develop a model of shared responsibility for teacher preparation among the universities and with schools. State teacher licensure and certification has not kept pace with rapid changes in technology and teaching.
