They are largely concentrated in the tropical zones of Western and Central, Eastern and Southern Africa. With more than 109 million hectares of forests, the Democratic Republic of the Congo alone has more than 20 per cent of the region's forest cover, while Northern Africa has little more than 9 per cent (FAO 1997a), principally along the coast of the western Mediterranean countries. Forests include dry tropical forests in the Sahel, Eastern and Southern Africa, humid tropical forests in Western and Central Africa, diverse sub-tropical forest and woodland formations in Northern Africa and the southern tip of the continent, as well as mangroves in the coastal zones. Forests play an important economic role in many countries. Forest products provide 6 per cent of GDP in the region, the highest in the world. But the share of forest products in trade is only 2 per cent, lower than the world average of 3 per cent (FAO 1998).

Excessive cutting for timber and clearing for agriculture, including commercial plantation crops, have been the two major direct causes of deforestation (FAO 1997a, UNESCAP/ADB 1995). Commercial logging by the top five producers in the region - China, India, Indonesia, Japan and Malaysia - produces more than 200 million m of roundwood annually (ASEAN 1997, and WRI, UNEP, UNDP and WB 1998). Forty per cent of Australia's forests have been cleared, and only about 25 per cent of the original forest estate in Australia remains relatively unaffected by clearing or harvesting (Commonwealth of Australia 1996). Many of the remaining forests in the Mekong basin countries have been logged so extensively that they are now of critically low quality. For example, only about 10 per cent of the remaining forests in the Lao People's Democratic Republic are commercially valuable (MRC/UNEP 1997a). Illegal and unmonitored logging is also a significant cause of deforestation. Commercial logging in the larger Pacific Islands has been largely driven by offshore demand, particularly in Asia, and deforestation rates have recently approached 2 per cent in countries such as Samoa (Government of Western Samoa 1994).

One school of thought is that forests should be the basis of all development, the vegetation should not be tampered with and productive activity should be confined to utilising forest produce in forest - based industries . The soil erosion from lands cleared in the past lends support to this view. It is feared that the islands' topography and heavy rainfall will induce total soil loss if more forests are cleared.

More than 90 million ha were lost during 1980-95, resulting in an 8.7 per cent total loss for the period Natural forest covers 47 per cent of the total land area of the region. Almost all (95 per cent) are tropical (852 million hectares), located in Central America, the Caribbean and tropical South America. The remaining resources, covering some 43 million hectares, are found in temperate South America, mainly in Argentina, Chile and Uruguay (FAO 1997b). The northern Amazon Basin and the Guyana shield are home to the largest tract of intact, roadless forest in the world (WRI 1997). The Amazon basin is also important in global metabolism, accounting for approximately 10 per cent of net terrestrial primary production (LBA 1996). Natural forest cover continues to decrease due to clearance for cropland and stock farming, construction of roads, dams and other infrastructure, and mining (FAO 1997b). The environment is constant, there are only two seasons (rainy and dry). Day length is an unvarying 12 hours. Temperature stays between 20 and 25°C and rainfall is evenly distributed throughout the year. Soil is nutrient-poor and acidic. Decomposition is rapid and soils are heavily leached. Canopy in tropical forests is multi-layered and continuous, allowing little light to get through. One square km may contain as many as 100 different tree species. Trees are generally around 30m tall, with buttressed trunks and shallow roots, mostly evergreen, with large dark green leaves. Plants such as orchids, bromeliads, vines (lianas), ferns, mosses, and palms are present in tropical forests. Fauna include countless birds, bats, small mammals, and insects. Temperate forests are found in eastern North America, north eastern Asia, and western and central Europe. They have well-defined seasons with a distinct winter, a moderate climate and a growing season of 140 to 200 days during 4 to 6 frost-free months. Temperature varies from -30°C to 30°C. Rainfall (75-150cm) is distributed evenly throughout the year. Soil is fertile, enriched with decaying litter. The canopy is quite dense but light can penetrate, so that there is an understorey. There are 3 or 4 tree species per square km. Trees have broad leaves that are lost annually and include species such as oak, beech, maple, cottonwood, elm, and willow. Animals include squirrels, martens, rabbits, birds, deer, mountain lion, wolf, fox, and black bear.
