T he Filipino people's struggle against foreign military presence in the country spans a period of more than 400 years. In 1521, the first military forces from a western power that ventured in the Asia-Pacific region were defeated by Filipino native warriors in the battle of Mactan island in the central islands of the Philippines. It was in this historic encounter where the leader of the Spanish expedition, Ferdinand Magellan, who claimed to have "discovered the Philippines", was killed by Mactan chieftain Lapu Lapu. Spanish colonization of the Philippines which lasted for more than three centuries was eventually displaced by US imperialism in 1898. This was briefly interrupted by three years of Japanese military occupation of the islands during World War II.

I would like to draw your attention to a major gap in the Beijing Platform for Action concering this issue which was identified at the Asia-Pacific Regional NGO Symposium last month. The NGOs at the Symposium reviewed the Platform for Action and pointed out the Gap that, while "foreign military occupation" is included in Section E. Women and Armed Conflict, there is no mention to "the effects of the long-term presence of foreign military bases". It was recommended that the scope of armed conflict should be broadened to include the long-term presence of foreign military bases. The grave violation of human rights of women and children under such situtaion is an urgent issue that needs to be clearly acknowledged as a part of the Section E. of the Platform for Action. The women and children living in areas where foreign military bases are present have been and still are exposed to severe cases of rape and other forms of violence by military personnel stationed in Okinawa, Japan and in Korea. The long term presence of military forces in the Philippines has also resulted in the same situation.

Two types of these relations can be defined: the trade mediator's type and the cooperative one. In the first type armaments producers and state mediators just sell military production in the world market. The relations of the cooperative type allow the armaments exporters and its customers to cooperate for armaments design, production and purchase. T he Russian plants seldom participate in the armaments design and production cooperation with the foreign countries except the CIS states. Russia practically has no means to regulate international cooperation programs on armaments development. In the frames of the CIS such programs are regulated by the special governments agreements in every particular case.
