Extractions: February 2002 U.S. government-run or -supported training programs for foreign military and police forces have grown dramatically since the end of the cold war, both in size and number. In recent years, U.S. forces have trained 100,000 or more foreign police and soldiers annually. This training takes place in some 200 institutions within the U.S., as well as in at least 150 countries around the world. Funding for the best-known of these programs, IMET, has increased more than three-fold from $22 million in fiscal year 1994 to $70 million for 2002. Meanwhile, Congress and the executive branch have established several new sources of funding and new training programs. While these programs have previously been justified primarily on counter-narcotics grounds, the September terrorist attacks created new impetus for foreign military training as part of the fight against terrorism. Since September 11, the Bush administration has reportedly offered counter-terrorism assistance, including training, to a growing list of countries, including Indonesia, the Philippines, Uzbekistan, Tajikistan, Ethiopia, and Yemen. And in December 2001, Congress created a new regional counter-terrorism fellowship and provided $18 million to fund attendance by foreign officers at U.S. military institutions. The enormous expansion of U.S. military training programs over the past decade has occurred with insufficient congressional oversight and scant public debate. Serious scrutiny of these programs is needed now more than ever, to ensure that the United States fight against terrorism is pursued by means consistent with its democratic ideals.

One part of the Arroyo Center's overall urban warfare research agenda for FY00 is the project entitled, "Assessing Foreign Military Thought About Urban Warfare." This project is being sponsored by the Army's Deputy Chief of Staff for Intelligence (DCSINT). Its purpose is to enhance the U.S. Army's preparations for military operations in urban terrain (MOUT) by improving its understanding of foreign planning for MOUT. The project's scope is broad in that it assesses developments abroad across the entire spectrum of urban operations, ranging from terrorism at the low end to full-scale conventional warfare at the high end. Also, the research is not limited to MOUT thinking in foreign nation-state militaries. That way, they not only recoup some of their original investment, but save resources, and possibly help those in need acquire items they might otherwise be unable to afford. It is a classic example of a "win-win" situation. That same idea also holds true for excess or outdated military supplies. Although it's unlikely you'll see a used tank or HMMWV parked alongside the highway with a banner saying, "For Sale - Only One Previous Owner," the U.S. Army does have a method for recouping taxpayers' dollars on excess and outdated equipment while encouraging internal order and development in foreign countries. That program is known as the Foreign Military Sales program and is the responsibility of the 200th Materiel Management Center, a 21st Theater Support Command subordinate unit. At the helm of the FMS operation is Web Rose, chief of the 200th MMC International Logistics Office. Rose heads the two-person operation that oversees the sale of outdated or excess U.S. military equipment to countries around the world.
