Haar, EPI President Hardly a week goes by without another article encouraging parental involvement in education accompanied by a poll showing the benefits of having parents active in their child's education. Busy parents have long been engaged in volunteer work within classrooms, extra-curricular activities, on school playgrounds, and at home. Today, however, parents who are contributing more time and money feel like they are resources to be tapped rather than major stakeholders in the system. Parents are turning to traditional parent-teacher groups for help. The question is: What kind of help can they expect? The century old National Congress of Parents and Teachers (PTA), has been a long-time proponent of parental involvement. The PTA has local affiliates in slightly over one-fifth of the K-12 schools in the United States. In Florida, about 26 percent of the schools have PTAs. However, all is not well with the PTA. At the PTA's national convention in Kansas City, Missouri, last June, most states reported no membership increases, while many states reported membership losses. Some states, like Indiana, have seen significant dropout rates. In 1994, the Indiana PTA lost 3,384 members and at least 9,000 members quit in 1996. In my opinion, there are several reasons for this decline.

Someone could fall off one of those swings, choke on one of those gift items. Hes not being hysterical or alarmist. It has happened, he says. Typically if people file a lawsuit, theyll name anyone as defendants, says Allen. Even if the parent group itself doesnt have much money to go after, the officers may be named. On this point, I see very little difference between its supporters and its opponents, but let me begin with an example on the supporters' side. The example is the assertion, iterated and reiterated, that more money won't improve education. The proof is supposed to be in the fact that educational expenditures have increased steadily since the 1960s but meanwhile achievement levels have stagnated or declined. Actually, expenditures for K-12 education have increased much more than is revealed by government expenditures. First of all, the government statistics on the issue substantially understate government spending for public education, an issue to be discussed in future columns. Furthermore, private expenditures for public education have also increased in recent years. Public school districts receive more support from philanthropic foundations than ever before. PTAs and PTOs contribute more, as do private corporations. Thus from the financial side, public education has been receiving more support on an inflation adjusted basis than in the years preceding the Great Society and higher levels of inflation-adjusted government spending for public education. Nevertheless, this does not prove that the critics of public education assert, to-wit, that more spending for public education will not improve achievement levels.
