The goals of the Workforce Innovation Act of 2000 to consolidate administration, develop performance measures and standards, unify management information systems, and increase employer participation have generally been met. In addition, Wagner-Peyser services are being integrated at one-stop career centers. The state-level Workforce Development Board and WAGES Program State Board were merged and the regional workforce boards and local WAGES coalitions were consolidated, resulting in less administration. The Workforce Development System performance was mixed. The system met standards for most performance measures and helped participants get jobs within a year. However, many participants had trouble keeping jobs and those that did keep their jobs earned low wages, primarily because participants lacked basic skills to perform the work. Just half of the participants had a high school diploma and about 30% did not complete high school.

We focused our review on state-level entities and programs involved in providing job training services, workforce education services, and other services intended to help persons attract and retain jobs. We concluded that: At a minimum, incremental streamlining of the system could be achieved through eliminating the WAGES Program State Board and transferring its responsibilities to the Workforce Development Board, and further privatizing services in the Workers' Compensation Reemployment Services Program. The Legislature should also consider two additional options for a more systematic redesign of the workforce development system.

The core principles of this legislation center around accountability, parental involvement, flexibility and safety in our nation's schools. As a result of our efforts, states are held accountable in their use of federal education dollars and are empowered to make the best educational decisions for each of their students. Teachers provide an invaluable service, but no one is more influential in a child's educational growth than a parent. For this reason, we have given parents greater discretion where to send their child to school by providing them with public/charter school choice. We have also provided for charter school expansion giving even more options to parents. This legislation also provides relief from many burdensome federal regulations and includes new and innovative ways to increase student achievement by giving states and districts added flexibility to decide what works best for them. The needs of students in South Florida are very different from those in other parts of the country. This flexibility will make sure that education remains in the hands of parents, teachers and local boards. Education has always been of the highest priority during my service on Capitol Hill. I am a strong supporter of empowering states and local school districts while maintaining strong accountability measures. In the 105th Congress, I was a co-sponsor of the Ed-Flex bill which was passed to give local school districts and schools more flexibility and local control. I have also supported legislation that has raised contribution limits and expanded the roles of education accounts, called education individual retirement accounts (education IRAs).

Introduction STUDENT participation on boards of education is a small part of a much larger movement towards meaningful student involvement throughout education. Since the 1960s this effort has waxed and waned, according to the will of school officials and the sincere interest of students involved. Today that tide is turning, and students across the US are calling for deepened engagement in the decision-making that affects them on all levels - in the classroom, in the auditorium, and in the boardroom. In Washington state the Seattle Young People's Project is calling for two students - one male, one female - to be elected to the school board through popular vote among students. These students would ideally represent the diversity and power of young people throughout the district. The Washington State Resource Guide is being created to support the work of these young people in their struggle, as well as the adults who ultimately choose the fate of student voice on the school board.
