Extractions: The Nature Conservation Council of NSW (NCC) and the Total Environment Centre (TEC) said the water policy, released this morning in Tamworth, would mean token environmental representation in the water management process and allow the reform process to be shackled by irrigation industry profits, rather than river health. The policy contained no concrete plans to provide desperately needed water for the environment, and would give the industry the right to name its price for any future water buy-backs. The groups said the Coalition's claim that it would "base future reform on sound science" was disingenuous, given the National Party's complete refusal to accept scientific evidence that clearly demonstrated the enormous adverse economic, social and environment impact of water use in NSW. "This policy is about subsidising the extremely wealthy irrigation industry at whatever the environmental and economic cost to the wider community," said NCC Executive Officer, Kathy Ridge. "It denies the truth - that our rivers need water and that all sections of the community benefit from river health.

The Nature Conservation Council of NSW today claimed that close inspection of Sydney Water's 'Towards Sustainability Report 2001' revealed a myriad of shortcomings in the utility's performance. Lowlights of Sydney Water's environmental performance last year included: Increased numbers of dry and wet weather sewage overflows, despite the report only referring to field verified overflows; Increase in per capita water consumption over the last two years; A loss 13.9 % of all potable water (84,149 ML per annum) - despite customers being charged for this water; An increase in odour complaints and further proof that the community's nose knows: 70 % of reported odour complaints by the community were related to Sydney Water's sewage system; An increase in energy use and greenhouse gas emissions; and

Extractions: The State's peak environment group has congratulated North Coast residents who assisted the push for the establishment of Cape Byron Marine Park. The Nature Conservation Council of NSW (NCC) said it welcomed the State Government's announcement that it would permanently protect the area, but said public vigilance was necessary to make sure there were adequate environmental safeguards to justify the Park's establishment. NCC is calling for 50 per cent of the Park's waters to be protected in the zoning, as well as an extension of the boundaries north to include Billinudgel Nature Reserve and south to cover the Richmond River estuary. The zoning will be subject to community consultation over the next few years. NCC also said it would urge the recreational industry to avoid a scare campaign over the zoning of no-take sanctuary areas within the Park boundaries, adding that these areas provided enormous 'spillover' benefits to both commercial and recreational fishers. NCC executive officer, Kathy Ridge, said the community pressure was vital to reversing the NSW Government's recent poor track record on marine protection.

Extractions: The State's peak environment group today said a NSW Government decision to allow fishing in almost 90 per cent of the Solitary Island Marine Park would reduce the Park to little more than a game reserve. The Nature Conservation Council of NSW (NCC) said the Government's announcement of the Solitary Island Marine Park zoning was a step backwards in the struggle to protect critically endangered species such as the grey nurse shark, as well as fish stocks, habitat and marine biodiversity. Despite strong community support and over 1,500 pro-sanctuary submissions during the consultation periods, Solitary Islands Marine Park could secure no more than 12 per cent of its total area as fully protected no-take sanctuaries, while more than one-third would continue to be available to commercial fishing operations and recreational fishers would have access to 88 per cent. NCC executive officer, Kathy Ridge, said her organisation would oppose State Government attempts to paint the announcement as a victory for the environment.

Extractions: The establishment of recreational fishing areas in Lake Macquarie and Botany Bay should not proceed until a comprehensive assessment of marine resources has been carried out. The Nature Conservation Council of NSW and the National Parks Association of NSW believes that the Minister's announcement today to establish new recreation fishing areas was motivated by political considerations and could have a negative impact on the marine environment in these areas. NCC executive officer Kathryn Ridge: "The recreational fishing areas to be established for Lake Macquarie and Botany Bay remove commercial activities, but send a clear signal that recreational fishing is fine. This is based on an assumption that recreational fishing is benign and harmless, a view that is not supported by the facts. "The conservation movement is calling for a statewide assessment of marine resources before we determine what uses can be accommodated. "By allowing recreational fishing areas on Lake Macquarie and in Botany Bay before determining the state of the resource, the Minister is making a purely political judgement, not one based on the sustainability of fish resources," Ms Ridge said.

The Nature Conservation Council of NSW (NCC) welcomed the decision to reject the development proposal saying it set a timely precedent that would benefit the State's beleaguered coastline, where cases of insensitive development threatened rapidly declining environmental values despite strong community opposition. NCC Coastal Networker, Megan Gallagher, said the organisation had joined with local community members in opposing the pearl farm. "It was our opinion, and the opinion of so many in the local community, that this project presented too much of a risk, to both the Port's unique environment and to the local economy. "The Port's tourism industry, which relies on a clean and natural image, would have been seriously disrupted by any environmental 'accident', such as the ensnaring of whales or dolphins, or from the types of problems that commonly accompany intensive aquaculture. "NCC argued that such an occurrence would wipe out any of the benefits that the pearl farm might bring.

The Nature Conservation Council of NSW (NCC) said their policy categorically rejected the privatisation of water resources, the creation of unlimited water property rights, and the precedence of private financial gain over the environmental and public interest. NCC said it believed there was no legal basis for compensatory property rights, despite the emotive rhetoric from some primary industry, banking and political sectors. Instead, NCC argued that all Australian states and territories had been unambiguous in enshrining water as a public resource and setting limitations on access to natural resources. NCC said it was crucial that issues such as 'structural adjustment' payments and financial incentives to foster more sustainable practices were kept separate from talk of property rights, which was a completely different concept. NCC reiterated its belief that governments should be more proactive in encouraging sustainable land and water use, and should provide financial support for individual farmers forced out of business by the need for water reform.

The 1980s boom in the Atlantic groundfishery looked like good news for the economy, but it was actually a sign the industry was killing itself with overfishing, says Saint Mary's University professor Tony Charles. Charles, one of the authors of a GPI Atlantic report on measuring sustainable development in the fishery, compares '80s overfishing to a factory owner selling off pieces of machinery and counting it as profit. By 1990, stocks had collapsed. Fishermen and plant workers lost jobs by the thousands.

Minister for the Environment and Heritage, Senator Robert Hill, said seven scientists would be employed in Hobart to formulate the Antarctic Marine Living Resources Programme. "Australia is taking a strong and determined international lead in promoting sustainable fishing. This new programme will provide a sound scientific basis for fisheries management in the Southern Ocean," Senator Hill said. "The creation of the new program by the Australian Antarctic Division will further enhance Australia's focus on its commitment to the Convention on the Conservation of Antarctic Marine Living Resources (CCAMLR) and raise our national visibility in this important area.
