Further complicating matters, although California (like the vast majority of the United States) observes daylight saving time, none of the six island jurisdictions does. Extractions: Friends of Micronesia. The Federated States of Micronesia consist of four separate and distinct groups of islands: Yap, Pohnpei, Chuuk and Kosrae. Some of these island groups have been inhabited for more than 4,000 years. Yap, first settled in 1,000 BC by arrivals from South-East Asia. It was the home-base of an empire that spread through the region. The Yapese developed a form of money which consisted of large round stones carved from the rock islands of Palau and transported over the sea by canoe. Pohnpei is the site of Nan Madol, an ancient ruin of a fortified city built on 50 manmade islands and covering 11 square miles. The city was built between 500 AD and 1500 AD by the Saudeleur (Chau-te-leur) kings. It was destroyed after they were defeated in 1628 by the warrior Idzikolkol. The city seems to have been of great religious significance. A similar site is found on Kosrae at Lelu. The population of the Federated States of Micronesia (FSM) is 125,377 (1996) .

GDP is estimated at US$ 1,474 (1994) per capita. Under its Compact of Free Association, The FSM receives substantial financial assistance from the US and is eligible to participate in many domestic programs related to health, education, libraries, and other areas. The treaty providing this assistance is currently expiring and a new one is being renegotiated. The population of the FSM is about 116,000 people inhabiting seventy-one of the islands spread across the FSMs territorial waters. There are dozen languages, some with dialect variations, spoken in the FSM. No two states share the same language however many citizens converse in more than one FSM language. English is the language of communication of government and business. The literacy rate is reported around 88%. Currently over 40 % of the population is below the age of 14 years.

Extractions: About SPICIN - Organization History In October, 1987, the South Pacific Islands Criminal Intelligence Network, SPICIN, was created by the 17 police executives of the South Pacific Chiefs of Police Conference (SPCPC) during the 16th Annual Conference hosted by the American Samoa Government Department of Public Safety as a direct result of growing crime problems in the Pacific and a weak information sharing process among the affected nations. Commissioner Saul stated: "Experience has shown that the Pacific Island territories are used as transiting points for drug running to our larger neighbors of New Zealand and Australia. During the past decade, a number of major incidents are recorded on this. In fact, there currently is an operation going on in Vanuatu in this regard. There has always been a ready assistance forthcoming from our larger neighbors when hard intelligence has indicated a bilateral or multilateral crime problems. However, I am of the view that the time is fast approaching when there should be established a regional crime, drugs, intelligence unit to coordinate and disseminate information for unified action to combat what I see as increasing problems. I, therefore, suggest initial discussion in this form on location, staffing, funding, and terms of reference before approaching our respective governments to ask their approval for the establishment of such an organization and then assistance with accommodation and technology from our larger neighbors."

Logan, UT The Western Sustainable Agriculture Research and Education grants program awarded a record amount of funds for diverse projects throughout the West. In total, more than 60 grants valued over $2.1 million will support sustainable agriculture research, education and professional development projects in 17 states and Pacific Islands on a diverse range of topics. "After years of level funding and increasing demand, its nice to be able to fund more valuable work that can improve producers bottom line, protect the environment and strengthen communities," said Phil Rasmussen, regional coordinator of Western SARE and a soil scientist at Utah State University. Sustainable Agriculture Research and Education proposals and Professional Development proposals were selected to receive funding for farming techniques dealing with: disease and pest control; pollution prevention; water conservation; composting for soil building and nutrient waste management; alternative cropping systems (including agroforestry); market enhancement; and system diversification, among other related sustainable agriculture topics.

TTPF offers regularity and continuity in communication within nations, and across the Pacific, by funding regional workshops, conference presentations, and publication of reports, guides and prototype classroom materials. TTPF builds on a series of regional workshops for history teachers and takes a wider scope by including the study and teaching of geography, politics, environmental studies and generally all social studies and social sciences, reflecting the linked reality of such teaching in the Pacific Islands.
