The Southeast Europe (SEE) region comprises a group of countries with a common objective, and prospect, to become members of the European Union (EU). To achieve the goal of EU membership, these countries have pursued closer integration with the EU as well as with each other. In December 2006, the SEE countries, and Moldova, signed the Central European Free Trade Agreement (CEFTA), a comprehensive free trade agreement that aims to fully liberalize trade in the region as well as to achieve greater cooperation in a number of trade-related areas. This book is part of the World Bank s efforts to understand the impact of CEFTA on regional trade flows, as well as to put forward other, complementary, ideas that could enhance further regional trade integration. The first study looks at intra-regional trade flows and the remaining non-tariff barriers to trade in the region. The second study assesses the costs and benefits of allow free movement of skilled labor within the region, and the last study looks at how adopting the EU s Common External Tariff could prevent trade diversion.Intra-regional trade has increased rapidly in recent years, however, the content of trade flows do not signal significant trade integration, similar to what the countries of Central and Eastern Europe achieved in the past decade. Following the tariff liberalization, non-tariff barriers have become the main obstacles for trade. Enhanced regional trade integration should not be confined only to free movement of goods. Increased labor mobility could also have trade creation effects and help create a more integrated regional market. The Arab countries of the southern Mediterranean rim have long suffered from economic stagnation and an increasing marginalization in the global economy. Deeper economic integration with the enlarged European Union – accounting for a quarter of global GDP and foreign direct investment – could become a main driver for economic development in the southern Mediterranean countries. The planned Euro-Mediterranean free trade area for goods is a first step into that direction, but additional measures are needed to translate geographic proximity into economic growth; especially, the removal of non-tariff barriers, the liberalization of services trade, and comprehensive behind-the-border policy reforms. The European Neighborhood Policy, launched in 2003, could provide an appropriate policy framework for an integration strategy between the EU and its southern periphery.

This title analyzes the adjustment needs and policy options associated with deeper integration between the two sides of the Mediterranean Sea. It puts specific emphasis on the dynamics of deeper integration at the company level, including issues such as outward processing trade, supply-chain integration, and the outsourcing of back-office functions. In addition to a general discussion of deeper integration and trade in services liberalization, the title also contains a detailed assessment of individual sectors – especially the backbone services (e.g. transport, telecommunication, financial markets, electricity) and other markets of particular relevance for deeper integration (e.g. tourism, IT-enabled services, distribution services). "Some Big Bourgois" comprehensively recounts the events and provides analysis/context for battles over audio/visual trade culminating with the 1990s battle over European TV quotas capping sales of Hollywood product. The book recounts how, amazingly for five years, the U.S. gov't didn't seem to realize that constant French lobbying for quotas was going to overcome internal European opposition. As the book notes, the protectionist quota had some unanticipated drawbacks for its main supporter by, for example, making it hard for French TV producers to latch on to international co-productions mostly made in English. I have 25 years experience covering TV/Film with articles in Hollywood Reporter, Variety and Los Angeles Times, so I my eyes usually glaze over when books get historical. However, I was fascinated by context of the US-French film history in the early 20th century including learning that MGM and Gaumont actually merged for a time in the 1920s. This is an academic paper expanded to a book and where the footnotes provide an interesting backgrounder clustered at end of chapters. ... Read more
