It is designed to provide funding to much needed and worthy, non-core community projects which, without such funding, might not exist. These projects are recommended by RCMP field officers, carefully reviewed within the RCMP locally and nationally, and approved by the board of the MPF. The MPF is attempting, with the RCMPs full co-operation, to fund projects that will directly affect the ability of community participants to achieve their aspirations and volunteer objectives. The MPF through the RCMP Product Licensing Program, generates royalties which makes funds available twice a year currently at a total of $250,000 per year for worthy projects put forward by members of the RCMP in cooperation with community groups. The long-term goal of the project is to establish a Balkan Center that will generate Regional Action Plans and policies for integrated community efforts towards no-drug use behavior. On a shorter term basis the activities are aimed at establishing a regional network for exchange of information on best practices for drug prevention. The project started up in January 2001, with an unprecedented regional meeting of government officials and non-government professionals on drug prevention from Albania, Romania, Macedonia and Bulgaria. This was a first attempt to recognize the enormity of the drug problem and establish a network for coordinated action. The meeting resulted in a mutual declaration acknowledging the need for the creation of joint prevention programs, especially reaching youth. Top level government officials of the four countries voiced their full support to this regional effort.

Extractions: CONTACT: Diane Russell Nevada is woefully lacking in treatment programs for adolescent substance abusers, according to a study conducted recently on behalf of the Nevada Institute for Children. In a report titled "Helping Kids Kick Drugs: Residential and Outpatient Treatment Services for Adolescents," the institute, which is based at UNLV, calls for the state to improve and increase programs designed to help adolescents from ages 15 though 19 who are struggling with alcohol and drug abuse problems. "We'll be using this report at the Legislature to help convince lawmakers that Nevada needs to make changes that will allow more of our teens to receive the treatment they desperately need," said Vince Juaristi, executive director of the institute. Some legislators already have asked for a bill to be drafted that will address the problem and are planning to use the report to help them make their case to their fellow lawmakers, he said. The report estimates that more than $2.7 million would be necessary to provide the residential treatment, outpatient treatment, comprehensive evaluations, transitional housing, startup costs, accountability costs, and family resource center pilot projects recommended in the report.
