Extractions: San Quentin State Prison San Quentin State Prison, California Staff at Centerforce have been providing HIV Prevention Education since 1986 at San Quentin State Prison. Since 1992 we have been evaluating many of these programs in collaboration with the Center for AIDS Prevention Studies (CAPS), University of California, San Francisco. From 1986, these programs were based at the Marin AIDS Project; since 1997, they are based at Centerforce. These programs have expanded and evolved over the years, constantly changing to meet the needs of the incarcerated population and their families. The health programs now include information on HIV as well as other sexually transmitted infections, hepatitis, tuberculosis and other relevant health concerns. Our advisory committee of inmate peer HIV educators helps us to develop new programs, modify existing strategies, and provide ongoing input to evaluate the effectiveness of our interventions. The success of these programs can be attributed to the commitment of all those involved: prison administrators, correctional officers, educators and counselors, university researchers, community-based service providers, the inmates themselves and family members. The Lindesmith Center stayed true to its mission of broadening this debate through its actions in the courts, the media, and other arenas. Staff members participated in the public debate by publishing articles in national magazines and newspapers, providing the public with vital drug policy information, and pursuing a variety of other education initiatives. Whether speaking, writing, or providing information to the press, the Lindesmith Centers staff continued to reaffirm the principles of harm reduction, an alternative approach to drug policy and treatment that aims to reduce the harms of drug abuse and drug prohibition. Drug Policy Seminar Series: The Lindesmith Center held 21 seminars in New York on subjects such as crack cocaine, syringe exchange, opiate maintenance, MDMA (ecstasy) research, drug use during pregnancy, African Americans and drug policy, and the emerging drugs and AIDS problems in Central and Eastern Europe and the Newly Independent States. International Harm Reduction Development Program (IHRD) : IHRD is a joint initiative of the Lindesmith Center and OSIs Network Medical and Health program. Its mission is to support local, national, or regional initiatives in Central and Eastern Europe, Russia, and Central Asia that address local drug problems through harm reduction approaches and practices. The program made 25 grants to various harm reduction projects throughout the region.

The new EU Regulation will strengthen the control of all types of additives in animal feed, but in particular it completes the EU´s drive to phase out antibiotics as growth promoters. The first phase of the program was a 10-day seminar, in Shanghai, on issues and institutions relevant to enterprise restructuring. UNVIE represents the United States at the UN Office of Drug Control and Crime Prevention (ODCCP), which is the umbrella organization of the UN International Drug Control Program (UNDCP) and the Center for International Crime Prevention (CICP). ODCCPs work complements the U.S.s own efforts to control international trafficking in narcotics, combat transnational organized crime and curb the financing of international terrorism. Since September 11, ODCCP has taken on the role of implementing the 12 international terrorism conventions as well as playing a key role in the implementation of counter narcotics projects in Afghanistan. Increased attention has been given to the connection between organized crime, drug trafficking, money laundering and terrorism. The U.S. supports ODCCPs global program against money laundering, providing technical assistance and mentoring to states so that they are better able to trace and seize illicit funds, as well as track criminals, traffickers and terrorists. Drug abuse and organized crime are global problems affecting all countries and all levels of society. The results are damaged health and productivity and social breakdown. A critical phenomenon is the pervasive corruption caused by this 500 billion dollar-a-year drug business a sizable part of the world "economy." The deterioration of the rule of law and social cohesion can affect every facet of a countrys economic and political life. ODCCP programs are targeted at preventing money laundering, corruption, trafficking in persons, interdicting illegal sales of drugs, reducing drug demand, promoting police and military cooperation, and curbing narcotics activities used to finance terrorism. U.S. cooperation with ODCCP complements Americas national strategy to combat drug abuse, corruption and organized crime.
