A *must read* for all Canadians!
Resident in Canada or not - this book is for you! Layton is the leader of the New Democratic Party, Cananda's equivalent to the British Labour Party or American Democratic Party (except that the NDP appears not to have compromised itself rightward over the past 15 years, as its US and British sister-parties have!). His background is in grassroots movements for human and civil rights in Montreal, before moving into city politics in Toronto, and finally into national politics, becoming leader of his party in 2003, and leading them to a relatively impressive result in the 2004 general election. His book tells of ways that local authorities can make major differences to such key issues as air pollution, recycling, health, multiculturalism and eucation, as well as less obvious areas such as peace and the economy. Far from being Canada-specific (with its federal constitution), Layton's words seem almost tailor-made for city councils in Britain, and I am sure elsewhere too. I read his first chapter, on why politics are important, and was immediately enthused. Then in chapter two start his practical proposals, and what a breath of fresh air it has been to read a contemporary politician with firm principle-commitments AND practical ideas. I am now a Laytonite - read his book, if it is the first and / or last politics book you read. His style is readable and the book will not take up more than a couple or three of your days. The Necessary Education Does Uncle Sam and Jack Canuck share a common history in regards to their agrarianmovments?This was the question ask by Paul Sharp in his thoughtful book"The Agrarian Revolt in Western Canada: A Survey Showing AmericanParrallels".Orgainally published in 1948 this monograph does a finejob of illustrating with remarkable adroitness the narrative of theagrarian sedition in Western Canada. In his opening chapterSharp shows well that "It was the existence of cheap land to the souththat was largely responsible for the delay"1 in devolpment andsettelment of the canadian prairies.Sharp goes on to show that by 1909"the same type of land could be purchased"2 in canada at twodollars instead of 50 per acre.In his next three chapters Sharp developesfor the reader a picture of the growth in farmers' associations between1889 and 1915.The following three chapters are dedicated to the affectsof World War One on the farmers' movement, also discussed in these chapterswas the establishment of farmer leagues which were exclusively for politcalaction.The last chapters delt with the epidemic of organized agrariansbetween 1918 and 1922 including the eventual collapse of the movement. Dr. Sharp does a skilled job of showing simlarities or parrallels betweenthe American and Canadian farmers movements.However intersting andobvious historical parallels may appear to be, understanding them well doesnot necessarily mean a complete comprehension of the past.In factutilizing such methods to apprecate the elapsed may obfuscate ones surveyof the prior.The dissimilarities are just as important to understandingthe past as similarities may be. Francis Bacon felt that throughthought, we were capable of understanding the human potential and someuniversal truths.However, he named four false idols that could prevent usfrom that higher understanding about the humanexperience.He felt thatif we were not ever aware of these idols we could be led away from thetruth. An idol is something with a false or misleading meaning notnecessarily pertaining to religion.One of these idols of which he warnsus of is the "The Idol of the Cave...For every one has a cave or denof his own, which refracts and discolors the light of nature..."Thisidol seems to be what we call bias.Consequently the way we see andperceive our world is obscured by our own cave.Hence, our experiences andideals form our cave.The cave then discolors our study of past in its ownunique way.Studying the parallels can become its own cave unless allefforts to remain honest and detached are used.The enterprise toauthentically know the past is already handicapted by a scholars cave. Sharp added an extra layer to that stuggle by focusing on the parallels. Sharp utilized a plethora of varied sources such as newspapers, govermentdocuments, even political prapaganda.However much importance and reliancewas placed on primary evidence like the Grain Growers Guide, and theNonpartisan Leader or other nonpartisan newspapers.These sources canprovide much useful evidance about the state of the movement, majoruncertainty faced by farmers, even strife within the movement, along withother helpful information.These sources also give a one-sided and partialnarrative focusing the authors attention away from a comprehensiveawareness.This reviewer can not help but wonder if more impartialevidence had been used for the study, if the picture painted, by Sharpwould have been in piercing contrast. However Sharp must becommended for his efforts to show the reader the whole picture as a NorthAmerican.Because of environmental factors, clearly the Canadian and theAmerican farmers shared many of the same hardships and frustrations.Inhis effort to show the parallels, considerable worthy evidence was providedto show that there was much ingrained dissatisfaction within the farmingcommunity towards the market system, and it's apprent inability to giveeveryone an opportunity."Railroads were attacked for chargingexorbitant rates and for failure to provide sufficient cars to handle thefarmers' crops."6 as early as 1890.Sharp used this evidence and muchlike it to prove that unfairness was a fundamental part of farming, longbefore the revolt had poltical consequences in the late 1910's and thatthere were years of education and awareness on behalf of the farmers priorto the revolt.Furthermore there was "...growing sentiment thatpolitical action alone could save the western farmer."7 well beforethe turn of the century. Sharps most meaningful contribution to thediscussion of cooperatives and grain growing was that the farmers perceivedthe market driven grain industry as unfair to farmers.Beginning in 1901with the formation of the Territorial Grain Growers' Association or TGGA8farmers began a critique of the mercantilistic system that was grainselling, and transporting in western Canada during the late nineteenth andearly twentieth centuries.Out of the early farmers movement came afundamental principle of cooperation which was predominantly antagonisticto market economics.Moreover Canadian farmers concept of cooperation wasinterventionist in its approach. Chiefly affected by the governmentspolicy setting authority during the First World War the agrarian revoltperceived such market control as essential for survival. Sharp didleave an important qusetion unaswered.Was the agrarain revolt a politcalor economic awakening.Sharp provides some evidence that indicates therevolt was primarily a political manifestation.However he also usesinformation that identfies the revolt in a dualistic form, both politicaland economic.These dualing ideas create confusion for the reader and canultimately obscure some of the leading concepts.Nevertheless manyinteresting ideas, and concepts about the underlying factors surounding theagrarain movement have been brocked by Sharp and though the abstractionsare sometimes twofold they do create awareness and may ultimately providedthe necessary historical foundations for future scholars to findanswers. This book is in the end a noteworthy jumping off place forone who wishes to study the agrarian movement in western canada between1885 and 1928.Sharp has provided much historical context for the scholar,which makes this book a good first read on the subject.It is the opinionof this reviewer that too much attention was paid to the parallels betweenAmerica and Canada: and that the real value of the work was its effort toprove the intrinsic frustration of farmers and their class consciences. Moreover Sharp's book leads us on an entriguing path of study about how themercantilism of farming led farmers to politcal, economic action.Finally,Sharp and the the publisher should be complimented for a job well done. ... Ross McCormack explores the constituencies, ideologies, and development of early reformist, syndicalist, and socialist organizations from the 1880s up to the Winnipeg General Strike in 1919. He distinguishes three types of radicals - reformers, rebels, and revolutionaries - who competed with each other to fashion a gneral western constituency. The reformers wanted to change society for the betterment of the workers, but both their aims and methods were moderate, essentially transfering the philosophy and tactics of the British labour movement to the Canadian west. The rebels, militant industrial unionists, periodically battled the Trades and Labour Congress in order to establish unions strong enough to defet the employers and, if necessary, the state. The revolutionary Marxists were committed to the destruction of industrial capitalism and the establishment of a society controlled by the workers. The book describes the origins of radicalism, traces the histories of the various organizations that expressed its ideals, and discusses the impact of the First World War on the labour movement. Using previously unexplored sources, McCromack has produced the first comprehensive examination of the early history of the radical movement in western Canada, adding an important dimension to our knowledge and understanding of Canadian labour history. |
