Kavan under fire Until this year, the property was run by the Czech Embassy. This ended with the passing of a new law in January which banned Czech missions abroad from operating commercial enterprises. Instead of running a tender as the law stipulates, Mr Kavan signed a five-year lease agreement with a Czech company whose founders consisted mainly of former embassy staff. The agreement set the rent well below market rates and allowed the firm to import an unlimited quantity of goods for sale in Russia. These goods would be labeled as items intended for diplomatic use and, therefore, would not be subject to the usual tax and customs duties.

The dissident playwright had spearheaded the velvet revolution in 1989 and was the first president of post-Communist Czechoslovakia. His presidency was interrupted for only a few months at the time of the separation of the Czech Republic from Slovakia, a separation of which he was not an advocate. Havel saw the ghost of former Soviet military influence exorcized in 1999 when the republic was granted full membership of NATO. He leaves office having led it to the threshold of the EU. It will be for his old rival and successor as president, Vaclav Klaus, to carry it over. The formal invitation to join the EU came in 2004, despite criticism of policies towards the Roma, or Gypsies, who number up to about 300,000 and who suffer disproportionately high levels of poverty, illiteracy, and unemployment.

Extractions: The Role of the International Community Human Rights Developments In a case that drew international attention, the town of Usti Nad Labem, in northern Bohemia, passed plans to erect a four-meter-high fence separating thirty-nine Roma families from the rest of the town. The plan also called for round-the-clock police surveillance in the fenced-off area. Similar plans in the town of Plzen would have moved Roma residents of the city to portable cabins on the outskirts of the city. The cabins were to have been surrounded by a fence and put under twenty-four- hour police supervision. Under pressure from Roma rights groups and the international community the towns delayed implementation, but the plans had not been abandoned as of this writing. Skinhead attacks against Roma and visiting African students occurred at an alarming rate during the year. The European Roma Rights Center reported that racially motivated crime increased sixfold between 1994 and 1996. Though statistics do not exist for1998, local rights groups believe that this trend continued. For example, on May 15, in the town of Orlova, four skinheads reportedly beat a forty-year-old Roma man before throwing him in the road where he was run over and killed by a truck. Law enforcement authorities charged the four men with causing grievous bodily harm with racial motivation.

Extractions: HUMAN RIGHTS DEVELOPMENTS De facto discrimination against ethnic Roma in the country remained the most disturbing human rights problem in 2001, affecting access to justice, education, housing, employment, and public services. Little progress was made in implementing the Czech government's long-term strategy to improve the situation of the Romani minority, adopted in June 2000. Racist attacks on Roma continued, but police and prosecutors frequently failed to adequately investigate and prosecute Roma complaints. The July stabbing death of a thirty-year-old Romani man, Ota Absolon, by a skinheadracist gang-memberin Svitany, eastern Bohemia, renewed public attention to the failure of state and local authorities to protect minorities victimized by racially motivated violence and abuse. In the Absolon case, the accused was a repeat offender, having received a suspended sentence in 1997 for seriously injuring a Romani man by stabbing him in the stomach. In another incident, forty-five skinheads reportedly attacked a group of twenty Romani men with baseball bats in the town of Novy Bor on April 24, leaving eight Roma injured. According to local Romani representatives, approximately ten Roma and ten skinheads were charged in connection with the incident. The arrested Roma men claimed that they were being punished unjustly for acting out of self-defense. They also criticized the police for failing to pursue Polish and German skinheads who participated in the attack.

This applies, for example, to the allocation of global state grants received by the district to individual municipalities and the approval and control of the implementation of the district budget. A district assembly is composed of representatives from municipal councils in the district. The number of assembly members depends on the numbers of municipalities and inhabitants of the district. If a decision of a district assembly is in conflict with the law, the chief officer of the district office must suspend its implementation and put the matter before the government to decide. These units fall under the control of their respective ministries.
