This Act mandates that institutions of higher education publish a report, which is made available to both current and prospective students and employees of the occurrences of specific crimes on this campus. In addition to the number of reported specified crimes, the institution must report the number of arrests for liquor law violations, drug use/abuse violations, and weapons violations. In 1998 this act was renamed The Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act. Compilation and distribution of this report is mandated for all institutions participating in the student financial aid programs under Title IV of the Higher Education Act of 1965. This law requires institutions to disclose information about campus safety policies and procedures and to provide data concerning certain criminal offenses. This report also must include statements about campus law enforcement policies, campus security education and prevention programs, alcohol and drug policies, sexual assault education and the means for reporting and procedures for handling reports of sexual assault.

Statistics on crime per resident show Topekans are more likely to be victimized if they're in the downtown area rather than in the southwest part of the city. But that's largely because fewer people live in the downtown area. Police records show more than five and one-half times the number of crimes per resident are committed in police patrol territory 441, which includes downtown Topeka, than in territory 448, which is situated south and west of S.W. 21st and Gage Boulevard. Yet police received reports of nearly 70 percent more crimes in territory 448 last year than in 441. The latter area is bounded on the north by the Kansas River, on the south by S. 17th Street, on the east by S.E. Branner Trafficway and on the west by S.W. Topeka Boulevard. Police say territory 441 has a higher crime rate per resident because nearly seven times as many people live in 448 than in 441.

The report indicates that crime rates on college campuses are lower than the rest of the country. The report, which includes crime statistics for over 6,300 public and private postsecondary schools for the last three years, indicates that while the frequency of some on-campus crimes such as homicide have decreased in recent years, others, including sexual assault, are on the rise. Alcohol-related crimes and liquor law violations were those that occurred most frequently on college campuses. In 1999, there were 25,933 arrests and 108,846 student disciplinary referrals for liquor law violations. Compared to other universities of similar size, Georgetown was below average with 268 on-campus liquor law violations resulting in disciplinary action or judicial referrals in 1999. Eighteen drug abuse violations were reported at Georgetown in 1999. While the report indicates that the total number of campus homicides decreased by 54 percent from 1997 to 1999, the number of several other criminal offenses has increased. Reported hate crimes, for example, jumped from 1,312 cases in 1997 to 2,067 in 1999.

Extractions: The Campus Police have admitted that they omitted statistical information about crimes in off-campus fraternities, sororities, and independent living groups from their federally-required crime summaries for the past five years. The discovery came after The Tech requested crime statistics from the Boston Police for ILGs in the Boston area from 1990 until the present. "We didn't know that we had the problem"until the Boston Police contacted the Campus Police in connection with the request, said Chief of Campus Police Anne P. Glavin. "We decided to check back and look at the incidents." When the CampusPolice reviewed computer summaries of the incidents provided by the Boston Police department, they discovered that previous faxed summaries from the Boston Police had been falsely reporting that no crimes had occurred, Glavin said. "I was rather upset about it." As a result, statistics for 1996 and 1997 were changed to include off-campus incidents reported to the CPs by Boston Police. The revised statistics were released along with the 1997 Annual Report of the MIT Campus Police Department. Several serious crimes were uncovered, among them two forcible rapes which occurred in off-campus residences over the past two years. No forcible rapes occurred on campus during that time period.
