Extractions: Energy conservation has been an environmental and geopolitical issue as far back as the warnings of the Club of Rome in the late 1960s and the oil price shocks in the '70s. The issue has taken on an added dimension in the '90s with the public concern about carbon dioxide contributing to an enhanced greenhouse effect. The Club of Rome warnings proved to be overly pessimistic when more resources were discovered and efficiency of energy use improved. The oil price shocks became a passing problem when, for various reasons, the cartels broke down. The concern about greenhouse effect may ultimately decline as well, but no early abatement of the issue is predicted or expected. The sustainable development concept requires that energy conservation be part of an overall program which meets "the needs of the present without compromising the ability of future generations to meet their own needs." Energy consumption is a core issue in the debates regarding equitable distribution of wealth and the ability of the world to sustain present and future population levels. Alcoa's Environmental Policy and Implementation Plan notes that "Operating Management will utilize quality tools, waste minimization techniques and energy conservation practices to reduce resource utilization, waste and environmental impacts." Significant progress has been made in reducing the electrical energy required to produce aluminum. In 1900, producers used an average of about 28,000 kwh to produce one metric ton of primary aluminum; by 1950, the energy output had fallen to 20,000 kwh and today's state-of-the-art smelter uses less than 13,000 kwh per metric ton. The level of consumption is still large compared to the amount used for competing materials. The generating mode has a major influence on the total thermal energy required and the environmental emissions oproduced. Generation of hydropower stations is highly efficient while the energy efficiency of fossil fuel-fired power stations is much lower.

PRECAUTIONARY PRINCIPLE This type of decision rule may close the commercial fishing in an area earlier than necessary. For example, if the prawns have recently entered a molting stage in the area, then the abundance may appear to be reduced as the prawns hide out waiting for their exoskeletons to regain protective strength. Biological sampling at this time may suggest reduced abundance where no such reduction exists, and this will lead to a closure decision. Prawn management and stock assessment personnel are prepared to accept criticism for early closures, on the basis that inadequate data is an insufficient reason for continuation of the fishing and that where ambiguity exists, decisions must be made in favour of the resource.

Despite a long history of research, selecting an appropriate mortar is still not an easy task as much of the traditional knowledge has been lost in the post war years. The use and understanding of lime mortars in historic building conservation and new-build has become to some extent a grey area, subject to a wide range of interpretations, even in conservation circles. BRE's Centre for Heritage Stone and Masonry Structures sets out to explore and determine the theoretical and practical nature of lime mortars. The Centre has identified that the interest in lime based construction products has increased greatly over recent years both for the conservation of heritage structures and for the sustainable construction of new buildings. Not only does the building conservation industry need access to high quality lime mortars to maintain the quality of our historic buildings but also today's construction industry is currently examining possibilities of utilising newfound research.
