We also expect to have a rich library of professional development opportunities for K-12 teachers. There are hundreds of laptop computer initiatives across the country, but few wireless programs and even fewer that cover an entire state. Check out these sites for testimonials and case studies. Henrico County (Virginia) Public Schools Henricos is one of several, large-scale wireless education programs that have served as inspiration for Learning Without Limits. In spring 2001, every high school teacher in the Henrico County Public Schools received an Apple iBook laptop, with 12,000 high schools students receiving one by the start of school in the fall. Henrico projects that 11,000 more iBooks will be delivered to middle school students by the fall of 2002. Maine Learning Technology Endowment The state of Maine funded this portable, wireless learning technology program for all seventh and eighth grade students and teachers 33,000 students and 3,000 teachers. The Maine Program started in 2002 with nine demonstration/exploration schools. The program will be deployed for all Maine seventh grade classrooms by the start of the 2002-03 school year, with eighth grade classrooms to follow for 2003-04.

This means that for towns with districts that operate elementary schools only and send secondary students to regional high schools or designated high schools, the per pupil figures include the secondary tuition/assessment costs and students. These town-wide numbers are generally higher than would appear if the elementary portion was isolated as is being done starting with the 1999-2000 profiles.

The UT TeleLearning Center (UTTLC) at the University of Texas at Austin delivers six high school classes by audioconferencing . The classes include Health Science Technology Education, TeleLanguage (Spanish and German), TeleRap (a roundtable discussion for teenagers), and a special migrant student program called Algebra Across the Wire. All courses are approved by the Texas Education Agency, count toward graduation, and fulfill Texas essential elements. Algebra Across the Wire is funded by a Texas Education Agency Migrant Student Program contract. Migrant students usually withdraw from schools, attend classes in various states, and then return to their original school. Unfortunately, this often results in partial credits that do not count toward graduation. Therefore, Algebra Across the Wire offers an alternative credit option to secondary migrant students as they travel or attend summer school. For more information about this program, contact: Darcy Walsh Hardy, Ph.D., Director, UT TeleLearning Center, The University of Texas at Austin, EIMC, P.O. Box 7700, Austin, 78713. Extractions: October 20, 1999 DOING COMPARATIVELY WELL: WHY THE PUBLIC LOVES HIGHER EDUCATION AND CRITICIZES K-12 Higher education still enjoys strong support from the general public, even as K-12 suffers continuing criticism. The public feels it is getting a world-class product from its institutions of higher education, while the K-12 system continues to earn low marks in terms of quality education. A new report, Doing Comparatively Well: Why The Public Loves Higher Education and Criticizes K-12 , authored by John Immerwahr, a Senior Research Fellow at Public Agenda and Associate Vice President for Academic Affairs at Villanova University, analyzes why higher education has managed to escape most of the criticism leveled against K-12 education. Immerwahr, who has conducted extensive studies of public attitudes toward education, contends that these sharp differences in attitudes towards the two education levels have important implications for public policy. Immerwahr reports that higher education is presently "Teflon-coated," and remarkably immune to criticisms. "By contrast," he says, "K-12 is seemingly wrapped in Velcro, so that when criticisms are thrown, they often stick."
