Privacy and Security Notice Welcome to the Southern Great Plains Cloud and Radiation Testbed (CART) the U.S. Department of Energy's (DOE's) outdoor laboratory for atmospheric research in Kansas and Oklahoma. DOE established its Atmospheric Radiation Measurement (ARM) Program to answer questions about global climate change. The site you are visiting is the first of three field sites established by the ARM Program to accomplish that mission. This site is managed by Argonne National Laboratory, located near Chicago. The ARM Program seeks to improve the accuracy of general circulation models on which climate forecasts are based. The information generated will provide answers to questions about climate change, thus helping national and international agencies determine better strategies for producing energy and regulating emissions of greenhouse gases. Global change research remains a high priority for the United States. The National Science and Technology Council's Committee on Environment and Natural Resources Research has established the U.S. Global Change Research Program, of which DOE's ARM Program is a vital part. The ARM Program was designed to address the interactions of solar radiation and clouds
