Editor: Josh Chamot Contents of this News Tip: Astronomers who observed a rare cosmic event in July have announced that Pluto's atmosphere has undergone drastic changes in the past 14 years. Pluto, the farthest planet from the sun, has never been seen clearly from Earth, or even from space telescopes. However, in an "occultation" on July 19, the planet passed directly in front of the star P126A, blocking the star's light. Marc Buie of Lowell Observatory in Flagstaff, Ariz., and Oscar Saa of Cerro Tololo Inter-American Observatory in Chile used a 14-inch portable telescope in northern Chile to observe the event. By recording the dimming of the starlight, Buie's team was able to calculate the density, pressure and temperature of Pluto's atmosphere.

Many children with ADHD develop learning difficulties that may not improve with treatment (Mannuzza et al., 1993). Other Surgeon General's Reports The Hispanic/Latino American population is characterized by its rapid growth. Approximately 35.3 million people now self-identify as Hispanic Americans. The number is expected to increase to 97 million by 2050 nearly one-fourth of the U.S. population. Mexican Americans comprise almost two-thirds of Hispanic Americans, with the remainder being of Puerto Rican, Cuban, South American, Central American, Dominican, and Spanish origin. Latinos are highly concentrated in the U.S. Southwest. 60% live in California, Arizona, New Mexico, Colorado, and Texas. However, from 1990 to 2000, the number of Latinos more than doubled in Arkansas (170%), North Carolina (129%), Georgia (120%), Nebraska (108%), and Tennessee (105%). Overall, only 56% of Latinos 25 years-of-age and over have graduated from high school, compared to 83% of the total U.S. population. However, academic achievement varies considerably among Hispanic subgroups. 70% of Cuban Americans, 64% of Puerto Ricans, and 50% of Mexican Americans 25 years-of-age and over have graduated from high school. The economic status of Hispanic Americans parallels their educational status. The poverty rates are 14% respectively for Cuban Americans, 31% for Puerto Ricans, and 27% for Mexican Americans, compared to 13.5% of all Americans.

Client Strategy GSA had a vast quantity of existing content, served by over 40 different websites. Most of that content existed as static web pages, although some was served dynamically by a variety of technologies such as Lotus Notes, ColdFusion, and Microsoft SiteServer. The original website design for GSA.gov was organized to match the GSA's organization structure. Unfortunately, to find information, users had to know which GSA service organization provided the information. Additionally, each GSA service organization had a different look and feel for its website. GSA's strategy was to create a single citizen-centric portal for the entire agency, without creating a central bureaucracy for management of website content. Challenges Solutions Aquilent implemented a new user-centric, Section 508-compliant, enterprise-wide, content-managed portal to present GSA content categorized as a customer-focused taxonomy. This portal provides all GSA content with a consistent look and feel and improved navigation mechanisms. During this time the British had control only over foreign affairs, internal security and defense. Belize was granted independence in 1981. During the first three years of independence, the country was lead by the People's United Party, with George Price being the first Prime Minister. Following the first general election in 1984, the People's United Party were replaced by Manuel Esquivel and the United Democratic Party. The People's United Party (PUP) then took seats again in 1989, only to be defeated by the United Democratic Party (UDP) on June 30, 1993, after the they had called elections eighteen months early. August 27th 1998 saw the installment of Belize's third Prime Minister when the PUP, under the new leadership of Said Musa, were returned to power by the Belizean people. STRUCTURE OF THE GOVERNMENT Belize's form of government is modeled like that of the Westminister system. The governor general, prime minister and cabinet are the executive branch of the government. The legislative branch comprises of a twenty-eight member elected House of Representative and an eight- member appointed Senate. The Prime Minister is appointed by the Governor General and is the leader of the ruling party and the Cabinet. The judicial system consists of a supreme court and magistrate court, each district having a magistrate court, with the exception of Belize City having four. Each of the six districts, including San Pedro and Benque Viejo, has a locally elected seven member town board, except Belize City with a nine member city council.
