Extractions: An NGO source in the city told IRIN it was not clear whether the government had control of the situation, despite a statement by a spokesman for President Ange-Felix Patasse on Tuesday claiming that "the situation right now is perfectly under the control of the armed forces, the security agencies and the presidential guard". The source said automatic and heavy weapons fire was heard early on Tuesday morning in the neighbourhood of the presidential residence, and sporadic gunfire was heard throughout the city. Residents who fled the southern districts of Bangui told AFP that government troops had stormed into the area in search of retreating mutinous soldiers who on Monday attacked the presidential residence in what the government described as a failed coup attempt. Residents also said that "armed rebel soldiers" were walking the streets of Bangui's southern neighbourhoods, an opposition stronghold. CAR President Ange-Felix Patasse has declared a countrywide curfew between 6 pm and 6 am local time. At least 12 people have been reported dead, including seven members of the presidential guard, killed defending Patasse, presidential spokesman Prosper Ndouba told news organisations. Patasse remained inside his villa, unharmed. The head of the Gendarmerie, General Francois Ndjadder, received serious gunshot wounds in the stomach and is said to be in a very critical condition, according to Radio France Internationale (RFI). Several of the attackers, and at least two civilians have also been killed, according to various reports. Most of Bangui's residents remained off the streets on Tuesday.

Two months later Kabila ordered the Rwandan elements in the military to return to their country. This caused an uprising of the ethnically related Congolese Tutsi soldiers and other disenchanted factions of the Congolese army. Under the command of Jean-Pierre Ondekane, the country experienced the outbreak of a second civil war in less than two years time. The intellectual opposition politicians, Ernest Wamba dia Wamba and Arthur Z'Ahidi Ngoma and Kabila's former Minister of Foreign Affairs, Bizima Kahara, profiled themselves as the political backbone of the Congolese Rally for Democracy (RCD), accusing Kabila of corruption, nepotism and violation of human rights. Within the different groups that have joined the rebellion, disagreements surfaced about the ideology, quality and style of the RDC's leadership. Distrust about personal ambitions to pursue the rebellion caused rivalry between the leaders, while differences between the military sponsors, Rwanda and Uganda, became apparent in their backing of different factions. After Ngoma had quit the rebel movement in the beginning of 1999, Wamba dia Wamba was sidelined during an emergency meeting of the RCD in May 1999, where Dr. Emile Ilunga was named instead as the new leader of the movement.

News of the fighting came as regional leaders met in Sudan to press for peace in the troubled Central African Republic. Fighters loyal to ex-army chief of staff Francois Bozize ambushed government soldiers Sunday about three miles outside the rebel-controlled town of Kabo, on the northern border with Chad, military officials said on condition of anonymity. At least 12 people were killed, they said, though a senior government official put the figure at 21. Most of the dead reportedly were government soldiers. There was no official comment from the government or army. Renegade soldiers fled with Bozize to Chad after several days of fighting in Bangui last month, which erupted when presidential guards reportedly tried to arrest Bozize. Two weeks ago, the rebels returned to Central African Republic, advancing as far as Kaga-Bandoro - a town about 217 miles north of the capital - before government forces chased them back over the border.
