Extractions: Belarus Government Blocks Foreign Priests For Church MINSK, Belarus (CWNews.com/KNS) - The Belarus government has told the Catholic Church in the former Soviet republic that no more foreign priests could be brought into the country now that the first group of native priests had been ordained, according to Keston News Service. "Recently we were officially informed that no more foreign priests could come to Belarus because the Catholic Church now has a seminary of its own and the first priests were already trained," reported Cardinal Kazimierz Swiatek. At age 84, the cardinal serves as archbishop of Minsk and bishop of Pinsk. Condemned to death in 1939, he was imprisoned for a decade and in 1991 became the first Catholic bishop in Belarus for almost 50 years. Since that time the first seminary has received 25 candidates for the priesthood annually not enough to replenish the parishes, ninety percent of which were destroyed or confiscated by the Communists. The initial rebuilding of the Church has been made possible by 130 Polish priests who have come to serve in Belarus since the early 1990s. These foreign priests seven of whom serve in the Chernobyl diocese are those affected by this government decree. Cardinal Swiatek said, "We are most heavily restricted at the administrative level. The priests who come from abroad require permission from the state, without which they cannot carry out their ministry as priests." Despite severe restrictions the Cardinal said he will press on rebuilding and restoring the Catholic Church. When asked what gives him the strength to continue his work, the cardinal replied, "The Church in Belarus is led by the Holy Spirit, by God. I am only His instrument."

The state-owned Russian company Slavneft was already part of the Sibneft portfolio, with 12.8 % of its ownership held jointly with Tyumen Oil. Sibneft now has a 23.85 % interest in Slavneft and is likely to seek the Russian government's 74.95 % interest at the privatisation sale that is to be held December 18th by the Russian Federal State Property Fund. A beginning price has been set at $ 1.7 bn for this majority interest in Slavneft. Sibneft is the likely frontrunner for the Russian sale since LUKoil has withdrawn from the bidding and Yukos said it would not be participating. With Tyumen Oil, the company already holds significant shares in Slavneft's most important subsidiary, Megionneftegaz as well as in the Yaroslavl refinery, and it is Megionneftegaz, headed by an ex-Sibneft executive, that produces 87 % of Slavneft's total oil output. Other companies expected to bid against Sibneft for the Russian government share in Slavneft are declared participants Tyumen Oil and CNPC as well as Rosneft and Surgutneftegaz, and perhaps BP, which had earlier said it would bid in partnership with Tyumen Oil but may now bid alone.

Ironically, both this year and last participants in a demonstration to mark the day have been detained and beaten. Non-state journalists covering the events have also been arrested and attacked by police and had equipment confiscated and broken whilst carrying out their professional duties. On 12 March 2001, the same day Belaruss only non-state printing house was forced to close, President Lukashenka issued a Decree which, if passed by the National Assembly, will seriously restrict overseas funding of non-governmental organisations. The Decree would put even more pressure on legitimate activities geared towards generating an environment where free and fair elections can take place activities which the government obviously regards as a threat to its political strength in the run-up to Presidential elections. The text of the proposed Decree specifically states that "foreign gratuitous aid" may not be used for holding gatherings, meetings, street marches, demonstrations, production and dissemination of "agitation" materials and holding seminars. A registration process is required for those wishing to receive foreign funds, with the Department of Humanitarian Affairs (under the President) keeping tight control on permissable limits and purposes of funding.
