I was quite disappointed with this book for several reasons.First, it is not a travel or cruising guide.There is virtually no specific information on restaurants, shops, anchorages, dive sites, etc.Second, it is not a nature guide.The authors offer brief and vague descriptions of the flora and fauna they encounter, but readily admit that they are not sure what several species are. Finally, this book is not very entertaining or well written...Reading this book is akin to going over to someone's house to look at pictures of their latest vacation and have them offer a terse (but redundant) narrative of their activities.How many times do they have to tell us they had a sandwich and a beer for lunch and then split another beer between them?The book is written with short, choppy sentences that give it a "Dick-and-Jane" feel that I found quite annoying.There are several maps and pictures in the text, but no nautical charts.Also, the pictures are often grainy and the colors are dull.I just don't see the point of this book. ... David Harris, a University of Toledo Professor of Law, has made a significant contribution to the literature on policing in his book Good Cops.Harris' Preventive Policing may well be the bridge between Community Oriented Policing model of the 1990s and the yet jelled Homeland Security Policing model of the post 9/11 era.

The Preventive Policing model's concepts are summarized at page 131 of his book, where he writes:
Strong, active, committed leadership as absolutely critical to the success of preventive policing.The core concepts of preventive policing-partnership with citizens based on trust, becoming proactive problem solvers instead of responders and establishing accountability - all represent fundamental breaks with the long-held beliefs and traditions if law enforcement going back well into the twentieth century.

Harris' book is broad in scope, and he weaves comments upon almost all the current controversies in modern policing from the PATRIOT Act and Consent Decrees to partnerships with federal authorities to enforce immigration law and the racial profiling controversy to name just a few.

The book's nine chapters are subdivided into three sections - The Theory Behind Preventive Policing, Preventive Policing in Action and The Future of Policing. His approach is to blend theory and commentary with vignettes from several cases (from Pittsburgh to Providence, with Boston, Los Angeles, New York, Detroit thrown in for good measure) to buttress his argument that there are successful alternatives to current practice.However, with more than 18,000 law enforcement agencies nation-wide establishing the "norm" or "current practice" is no small task.

A skilled and trained advocate, he uses his talents fully to make his argument.However, his frequent and repetitive attacks on what he refers to "Ashcroft Policing" quickly become tiresome.Harris maintains that Ashcroft and the Department of Justice have initiated a domestic response to terrorism that undermines the hard won progress realized through community policing nationwide and in his words Ashcroft's efforts are in
". . . precisely the wrong direction".

Although you may not agree with some or most of his points, his book is well written and logical in presentation. It is an interesting argument from an advocate of community policing.Time will tell if his "preventive policing model" has an enduring impact on the nation's police departments.

This issue of Ascent is superior to some of the others. More professional and less flaky, it contains gripping trip reports and hilarious satire. The poetry is overall good, though very focused on the work of one author. Thephotography is beautiful but too much of it is in black and white. I foundthe reproduced paintings to be luridly colored and uninteresting. Overall,though, this book is well worth reading, with highlights includingexcellent work by Kelsey and Viola.

The scope, quality and depth of the prose in this issue of Ascent are of astoundingly high quality.Each one of the essays and stories in this collection provokes thought, and the sheer variety of the material, from farce through introspection to commentary, makes this a trove for climberswho love to read.

Alas, I cannot comment on the poetry, as I skipped allof it without reading a line.

The images in this issue are of more variedquality than the prose.While the colour photgraphs are crisp and rich,the monochrome photos are genreally poorly-reproduced, being flat andlacking in contrast.I was not impressed with much of the non-photographicart, as little of it has any quality that might draw attention to itselfother than its subject matter.

Overall, I think that the 1999 issue ofAscent easily justifies its purchase price for the wonderful prose alone. If you are looking specifically for photography or artwork that pertains toclimbing, though, you would do well to look elsewhere. ... Read more

The Youth

Fighter, lover, musician; 18-year old Mark Heaney walks the skinhead path and faces and faces trouble head on. He'll rumble if you cross him, he'll steal your girlfriend if you turn your back, and as the lead singer of a ska band known as the Juice Monkey's, he'll set your nightclub on fire.

It all changes however, when marks father loses his job, and Mark sees no choice but to join the army to help support his large family. He leaves high school in the final year and is trained as a medic within the Canadian army. Later as his service time increases, Mark finds himself Para qualified and is attached to the Canadian Airborne Regiment. He sees action on battlefields and in bedrooms around the world until, after six years later, he becomes a man in all senses of the word.

The Man

With his father dying after a tragic work site accident, Mark decides to return home to his home turf in order to assist his mother in raising the rest of the family. Working as an ambulance paramedic in Vancouver's skid row opens his eyes even further to life on the street. It helps to pay the bills to some degree but it's usually only a part time job that is incredibly stressful and thankless. The only consolation is meeting Terri Battle who is one of the pretty waitresses at his favorite venue and drinking spot - the Skavoovee tavern. It's not long before Mark is working there himself as an assistant manager.

Skavoovee

It's the tavern where Terri works. It's where Marks band got its first start and his father's best friend owns the joint. It's home to so many of the cities subcultures - including skinhead and rockabilly types, and Mark is proud to call it his second home.

But one night when a bunch of American Skinhead wannabe's try to cause trouble in the tavern as they hide out from the American police, Mark makes a point to voice his displeasure and sends several of them to hospital.

In revenge, the boneheads from down south make it a priority to get back at Mark by kidnapping his younger sister and savagely assault her; dumping her battered body in an alley not to far away from the Skavoovee tavern for all eyes to see.

If that's not enough, the war that has now been declared tries to take Terri in as a further victim.

Will Mark Heaney survive this war? Will his commando friends be able to track him down in time or will he go it alone and take on those who would hurt his heart so deeply by himself? ... Read more

This has to be a favorite book of mine, it has to deal with the skinhead culture of today and the yesteryear.
Follow Mark through his teenage years , his band, his father, the army, and his job in Vancouver. The book is very realistic, you could almost follow Mark around town and see what he sees. Some parts are very graphic but then again so is reality. In the back of the book is pictures, posters and show ticket stubs that you can view. ... Read more

This book sits rather oddly with others in the Institute of Economic Affairs Choice in Welfare Series. Whilst the sub-title 'Welfare before the Welfare State' suggests that this is an account of self-help swept away by the state the content is more contested arguing that the self-help which was available was confined to the skilled and semi-skilled working class rather than to all of the working classes at the time. This point of view is not particularly challenged, a fact which, given the genesis of the project, is surprising to say the least.

Before Beveridge is a welcome addition to the literature about welfare before the state intervened in Britain. Contrary to the establishment history books which used to argue that the benevolent state stepped into a welfare vacuum, a number of studies have challenged this claim with books and scholarly articles demonstrating that the working classes were more than capable of providing education and welfare for their families by themselves as individuals and in groups long before the administrative machine moved in.

In this slim volume it seems that the editor and the staff at the IEA Health and Welfare Unit have rather abdicated the case for individual enterprise in welfare provision to those authors who put forward the view that in reality this provision was available to a select number of the working classes and the unorganised and the poor were not able to avail themselves of the opportunity. The so-called liberals appear to stand aside in the face of the attack and do not attempt to join battle with those propositions. I find the papers of Whiteside, Harris, Vincent and Thane to be particularly well researched and argued as well as persuasive given the paucity of David Green's paper especially.

The weakness of the writers who suggest that there was indeed a need for the intervention of the state in bringing welfare provision to the neediest in British society is the determination to overlook the evidence that many of the disenfranchised working classes who did not belong to either friendly societies or trades unions were determined to provide education for their children regardless of their personal circumstances. The fact that individuals of limited means were capable of identifying, by themselves, often without any education of their own, options for the betterment of their children over the longer term and were prepared to forego current onsumption to pay for it speaks volumes which significantly undermines the position supporting the need for state involvement.

This is a very thought provoking book which adds substantially to the lierature and which colours the debate about welfare provision more vividly than before. I would heartily recommend the book to sixth form and college students of history and social policy as well as practitioners of the black arts of social policy and policy-makers in general.

The weakness of the writers who suggest that there was indeed a need for the intervention of the state in bringing welfare provision to the neediest in British society is the determination to overlook the evidence that many of the disenfranchised working classes who did not belong to either friendly societies or trades unions were determined to provide education for their children regardless of their personal circumstances. The fact that individuals of limited means were capable of identifying, by themselves, often without any education of their own, options for the betterment of their children over the longer term and were prepared to forego current onsumption to pay for it speaks volumes which significantly undermines the position supporting the need for state involvement.

This is a very thought provoking book which adds substantially to the lierature and which colours the debate about welfare provision more vividly than before. I would heartily recommend the book to sixth form and college students of history and social policy as well as practitioners of the black arts of social policy and policy-makers in general. ... An excellent read. The reader can really identify with the author in all his real humorous life experiences. This is a fun and very uplifting book to read. Dave's healthy Christian faith and heritage makes this a very encouraging book. The short chapters allow for a great story in just a few minutes of reading.

Treasure Trove is a great little inspirational book with condensed Readers Digest type stories.It will make your emotions run the gamut from sad to happy.

Late 60's-early 70's, former Stanford student David Harris was an instrumental leader in the campus anti-Vietnam war movement, and the national draft resistance movement. His refusal to serve in the military led to a 20-month jail sentence, a good portion of it spent in solitary confinement for organizing a prison resistance movement. This book discusses his experiences, discoveries, and views on non-violent revolution.
