The choice was automatically left to the House of Representatives, where Jefferson was elected after a long deadlock, largely because Hamilton advised the Federalists to support Jefferson as less dangerous than Burr. Jefferson was the first President inaugurated in Washington, D.C., a city he had helped to plan. He instituted a republican simplicity in the new capital, cut expenditures in all branches of government, replaced Federalist appointees with Republicans, and sought to curb the powers of the judiciary, where he felt that the Federalists were attempting to entrench their philosophy. If you did, you should thank Thomas Jefferson because it’s a variation on invention of his called the cipher wheel. While he was serving as the Secretary of State (1790-93) Jefferson devised this ingenious way to code and decode messages. Jefferson’s wheel consisted of twenty-six cylindrical wooden pieces, each threaded onto an iron spindle. The letters of the alphabet were inscribed on each wheel in random order. Turning the wheels the words could be scrambled and unscrambled. The trick was that only someone with a matching wheel could ever figure out the messages. Although Jefferson apparently stopped using the cipher wheel after 1802, it was "reinvented" just prior to World War I and used by the US army and other military services to send messages back and forth. Julian Boyd has been editor of the Papers from the beginning. Serving as associate editors for a time were Mrs. Mina R. Bryan (1944-1956) and Lyman H. Butterfield (1946-1951). Douglas Southall Freeman was chairman of the advisory committee from 1944 to 1953, Fiske Kimball from 1953 to 1955, David K. E. Bruce '19 from 1955 to 1977.
