Extractions: Backing out Click here for more on this story Posted: Monday July 12, 1999 01:18 AM Jed Jacobsohn/Allsport BOSTON (AP) Baltimore Orioles designated hitter Harold Baines replaced ailing AL home run leader Jose Canseco of Tampa Bay on the American League All-Star team Sunday. Baines, one of the steadiest hitters in the game but also one of the least talkative, was pretty nonchalant about making his sixth All-Star team. "I'm not into that history stuff," Baines said after the Orioles beat the Philadelphia Phillies 6-2 Sunday. "I'm just glad to make the team." Canseco, who leads the AL with 31 home runs, had back surgery Sunday to repair a herniated disc and is out indefinitely. "There's a distinct possibility he will play this year," Devil Rays manager Larry Rothschild said. "We've had a lot of injuries this season, but obviously this is a big one. There's nothing we can do about it." The 40-year-old Baines is having one of his best seasons in years, batting .345 with 19 home runs and 63 RBIs. His career-high in homers is 29, set in 1984 with the Chicago White Sox "It's nice they called me," Baines said. "But I won't feel a special moment until I get there."

Extractions: Despite his miniscule batting average, the team is sticking with Baines for the time being. One reason is there is not much lefthanded punch in the middle of the batting order. Both the team and Baines feel the potential to perform is still there. In his first 81 at-bats of the season, the 42-year-old DH had no home runs and 6 RBIs. There has been plenty of speculation about a "forced'' retirement, but the team is hoping Baines makes a major adjustment. With the help of new hitting coach Gary Ward, Baines is trying to exploit his quick hands and hit the ball where it's pitched. If the experiment fails, Baines' career is over. (Scot Gregor/TSN)

I say I've seen it." - Harold Baines T he first draft was held on June 8-9, 1965. The Major League franchises were able to choose from all high school seniors and college players. I nitially there were supposed to be three amateur drafts held each season. That original plan changed in 1964 and was reduced to two drafts with the first phase being held after High School graduations. The second phase was held in January of the following year and involved players who were drafted earlier, but were not signed by their franchise. I n 1986 the two-phase draft system was changed and instead of holding a second phase draft in January, franchises who could not sign their first round selections were awarded a supplemental first round pick the following amateur draft.
