Extractions: CTD MEETING CONSIDERS TECHNICAL COOPERATION The Committee on Trade and Development (CTD) met on 7 March to discuss, among other things, technical cooperation and how sustainable development aspects can be reflected in areas under negotiation at the WTO. On technical cooperation and training, delegates heard a presentation on new ideas, such as "trade clinics" a service to be provided by the WTO Secretariat in response to urgent technical assistance needs. The outsourcing of technical assistance was also considered. The Secretariat will shortly provide more information on these new ideas. Delegates also considered actions relating to Paragraph 51 of the Doha Declaration, which mandates the CTD and the Committee on Trade and Environment (CTE) to "each act as a forum to identify and debate developmental and environmental aspects of the negotiations, in order to help achieve the objective of having sustainable development appropriately reflected". While the CTE has already begun to fulfil this mandate (by considering reports from the Directors of the WTO Secretariats' Agriculture and Commodities Division and the Market Access Division on environmental aspects of negotiations in their areas), the CTD decided to follow suit and similarly ask Secretariat division Directors to report on developmental aspects of the negotiations going on in their areas.

Agriculture May Have Major Impact on Great Lakes Water Quantity, New Report Finds Region-wide Changes Needed to Protect Basin's Water for Farmers, Industry and Residential Users Minneapolis - Water use for agriculture production will likely have a significant impact on water quantity in the Great Lakes region in the near future, according to a new report released today by the Institute for Agriculture and Trade Policy. The report called for region-wide coordination to ensure that farmers and other users have access to water in the future. The report, "Impacts of Agriculture on Water Quantity in the Great Lakes and St. Lawrence River Basin," by Jennifer Kramer Glynn, found that while there are many water users in the region, including thermoelectric power, municipal and industrial, the basin's largest consumptive water user is food production. The report found that in the Great Lakes region, irrigation has been increasing steadily over the last 40 years, and is expected to continue to grow. Despite a significant decline in overall land in farms in the Great Lakes region from 1949-1997 (nearly a 30 percent drop), the amount of farmland that is irrigated has increased a staggering 25 times over the same time period.

Extractions: a) Current US Indian agriculture policy continues the tradition of promoting replacement of indigenous Indian agriculture by modern Western agriculture. It increasingly couches its discussion in terms of sustainability, emphasizing economic, and secondarily environmental, aspects. It frequently assumes, along with conventional agriculture, that economic and environmental goals can be unambiguously defined by applying objective science, and thus confuses science and advocacy. b) Advocates of indigenous Indian agriculture often emphasize social sustainability, and assume that it is inherently environmentally sustainable, and this also confuses science and advocacy. They tend to define social sustainability in terms of the rights of Indian people and Tribes to practice traditionally-based agriculture. c) Achieving sustainable Indian agriculture may, therefore, depend on combining advocacy based on values to define sustainable agriculture, and science using empirical data to test sustainability based on these definitions. This may provide a useful but difficult role for outsiders in helping to bring Indian farmers together with the BIA, USDA, and other federal agencies, to discuss the value-based goals of agriculture, and how best to measure them empirically. This could both assist Indian farmers to achieve their own goals, while informing policy making at the federal level that includes Indians as decision makers.

The teaching program resides in both colleges, and consists of three Academic Program options.
