Licenses Information Under the Control of Dogs Act, 1986, all local authorities are responsible for the control of dogs. Local authorities have the power to appoint dog wardens, provide dog shelters, seize dogs, impose on-the-spot fines and take court proceedings against owners. Local authorities may enter into agreements with each other to provide dog wardens and dog shelters in your area. Some local authorities may enter into agreements with the Irish Society for the Prevention of Cruelty to Animals (ISPCA) or, with permission from the Minister for the Environment, a person or organisation connected with animal welfare to provide these services in your area. You are liable for injury or damage caused by your dog to people or livestock. You can be disqualified from keeping a dog if you have been convicted of cruelty to a dog under the Prevention of Cruelty Acts, 1911 and 1965. Dogs must at all times wear a collar that bears the name and the address of the owner inscribed on it or on a plate, badge or disc. Failure to have identification on a dog can result in an on-the-spot fine issued by a dog warden. Failure to pay this fine within a specific period can result in prosecution by your local authority.

Behaviour problems arise as a result of an interaction between factors relating to the current environment and developmental factors within a patient of a given state. Not all behaviour problems represent dysfunctional, abnormal or maladaptive behaviour since "the problem is the not the animal’s behaviour per se but rather the problem that this behaviour poses for its owner" (Askew 1996). Broadly speaking behaviour problems may be divided into behaviours which are adaptive but inconvenient for the owner, those which are derived from attempts to behave in an adaptive way in a suboptimal environment and those which are truly maladaptive e.g. seizure activity. Ethological explanations which focus on the ultimate factors governing behaviour are widely used for the category of problems which consist of adaptive, species typical behaviours which are inconvenient for the owner, like urine spraying in cats and hierarchical aggression in dogs (Borchelt and Voith 1982). However the potential for an ultimate analysis of behaviour problems which have traditionally been thought of as psychopathologies, is a much more recent phenomenon. These problems tend to be analysed from a behavioural or medical perspective which concentrates on proximate explanations of behaviour (Mills 1997).

Salt is unique in that animals have a much greater appetite for the sodium and chloride in salt than for other minerals. Because most plants provide insufficient sodium for animal feeding and may lack adequate chloride content, salt supplementation is a critical part of a nutritionally balanced diet for animals. In addition, because animals have a definite appetite for salt, it can be used as a delivery mechanism to ensure adequate intake of less palatable nutrients and as a feed limiter.
